Glossary<br />
- A remaining member of a tenant family is a family member of an assisted tenant family who remains<br />
in the unit when other members of the family have left the unit.<br />
- A single person who is not an elderly or displaced person, or a person with a disability, or the<br />
remaining member of a tenant family.<br />
FAMILY OF VETERAN OR SERVICE PERSON A spouse or ex-spouse that has not remarried.<br />
FAMILY SELF-SUFFICIENCY PROGRAM (FSS PROGRAM) The program established by a PHA to<br />
promote self-sufficiency of assisted families, including the provision of an escrow account.<br />
FAMILY SHARE The family’s rent amount calculated by subtracting the housing assistance payment<br />
from the gross rent.<br />
FAMILY UNIFICAITON PROGRAM The PHA collaborates with Child Welfare Agencies (CWA) to<br />
provide timely housing voucher assistance for reunifying families or for families whose children are at<br />
risk of out-of-home placement due to inadequate housing. FUP provides CWA families with Section 8<br />
rental assistance.<br />
FAMILY UNIT SIZE The size of the voucher issued to the family based on the PHA’s subsidy standards.<br />
FMR/EXCEPTION RENT LIMIT The fair market rent published by HUD headquarters. In the voucher<br />
program the PHA may adopt a payment standard up 110% of the FMR/exception rent limit.<br />
FOSTER CHILD CARE PAYMENT Payment to eligible households by state, local, or private agencies<br />
appointed by the state, to administer payments for the care of foster children.<br />
FULL-TIME STUDENT (MTW) A full time student age 18 – 23, who is not a Head, Spouse or Co-head,<br />
and attending school or vocational training on a full-time basis as defined by the institution.<br />
FULL-TIME STUDENT (NON MTW) A person who is attending school or vocational training on a fulltime<br />
basis as defined by the institution.<br />
FUNDING INCREMENT Each commitment of budget authority by HUD to a PHA under the<br />
consolidated annual contributions contract for the PHA program.<br />
GROSS RENT The sum of the Rent to Owner and the utility allowance. If there is no utility allowance,<br />
Rent to Owner equals Gross Rent.<br />
GROUP HOME A dwelling unit that is licensed by a state as a group home for the exclusive residential<br />
use of two to twelve persons who are elderly or a person with a disability (including any live-in aide).<br />
HAP CONTRACT (See <strong>Housing</strong> Assistance Payments contract)<br />
HARDSHIP EXEMPTION: Eligible applicants or participants may request an exception to the minimum<br />
rent requirement if they are experiencing a financial hardship due to an unexpected or unprecedented<br />
economic burden on the family.<br />
HEAD OF HOUSEHOLD The head of household is the person who assumes legal and financial<br />
responsibility for the household and is listed on the application as head.<br />
HOMELESS An applicant is considered homeless if the applicant lacks a fixed, regular and adequate<br />
nighttime residence and can provide verification that their nighttime residence is:<br />
- A supervised publicly or privately operated shelter designed to provide temporary living<br />
accommodations; or<br />
