<strong>Chapter</strong> 8 – Annual Reexaminations and Interim Adjustments<br />

[24 CFR Part 982, Subpart I & K]<br />

If he/she requests to be added back into the household, the <strong>Housing</strong> <strong>Commission</strong> allows adults only one<br />

return to the household within a twelve month period.<br />

The income of the person removed from the household can be deleted from the record without reverifying<br />

the household income.<br />

1. Exceptions to Policy<br />

The following requests for exceptions to this policy will be considered on a case-by-case basis:<br />

- Medical reasons.<br />

- Reasonable accommodation to accommodate a person with a disability.<br />

I. TIMELY REPORTING OF HOUSEHOLD COMPOSITION CHANGES [24 CFR 982.516(c)]<br />

1. Reporting Requirements<br />

Participants are required to report family composition changes in writing within 10 days of when the<br />

change occurs. Any information, documents or signatures needed from the family, which is needed<br />

to verify the change, must be provided when requested.<br />

If the family composition change is not reported within the required time period, or the family fails<br />

to provide documentation or signatures, it will be considered untimely reporting. Untimely<br />

reporting may result in the family being required to sign a repayment agreement or termination of<br />

assistance.<br />

2. When the Change of Family Composition is Reported in a Timely Manner<br />

The effective date of the rent portion changes are as follows:<br />

- Increases in the Tenant Rent due to family changes are effective on the first of the month,<br />

after at least 30 days notice to the family.<br />

- Decreases in the Tenant Rent are effective the first of the month following the month in which<br />

verifications are received.<br />

3. When the Change is Not Reported Timely by the Family<br />

If the family does not report the change as described under Timely Reporting, the family will have<br />

caused an unreasonable delay in the interim reexamination processing and the following guidelines<br />

will apply:<br />

- Increase in Tenant Rent will be effective retroactive to the date it would have been effective<br />

had it been reported on a timely basis. The family will be liable for any overpaid housing<br />

assistance and may be required to sign a Repayment Agreement or make a lump sum<br />

payment.<br />

- Decrease in Tenant Rent will be effective on the first of the month following the month that<br />

the verifications are received.<br />

4. When the Change of Family Composition is Not Processed Timely by SDHC<br />

If there is an administrative delay, the following will be the effective date:<br />
