<strong>Chapter</strong> 8 – Annual Reexaminations and Interim Adjustments<br />

adjustments in the housing assistance payment and family unit size. In addition, criminal activity and<br />
the U.S. citizenship and/or eligible immigrant status of additional family members must be declared and<br />
verified.<br />
1. Increases in Income<br />
Non-elderly and non-disabled program participants are not required to report increases in income<br />
or assets between regular annual recertifications.<br />
Exceptions:<br />
- Families who have received a prior decrease of income interim since their last regularly<br />
scheduled recertification resulting in a rent portion reduction are required to report any new<br />
income changes within ten (10) days of the change.<br />
- “Zero Income” households must report any increase of income within ten (10) days of the<br />
increase for the purpose of an interim adjustment in their share of the rent.<br />
- Family Self-Sufficiency participants may request an interim adjustment through the FSS<br />
program coordinator.<br />
- Full-time student status changes from full-time to part-time status or less. SDHC establishes<br />
timeframes and processing procedures for gathering complete and accurate information for<br />
the annual recertification. Participants who report other increases of income outside of the<br />
established annual recertification process will be notified that no changes will be made to<br />
their share of the rent.<br />
2. Decreases in Income<br />
Non-elderly and non-disabled program participants may report a decrease in income and other<br />
changes that would reduce the amount of tenant rent, such as an increase in allowances or<br />
deductions if the loss of income is anticipated to last more than 90 days. If it is determined that a<br />
reduction of rent is warranted, the reduced rent will begin the first of the month after receipt of all<br />
verification of decrease and any replacement income.<br />
For households who are not elderly or disabled, interim adjustments will be limited as follows:<br />
- Non-elderly/non-disabled households may only request an interim reduction to the rent<br />
portion once in a twelve (12) month period.<br />
- No reduction based upon loss of job will be processed until SDHC receives documentation of<br />
eligibility or ineligibility for unemployment benefits.<br />
- Decreases in public assistance income that are the result of a finding of fraud or a failure to<br />
comply with work/school requirements will not be processed.<br />
- In calculating the reduction, all household income, including previously unreported income,<br />
and replacement income will be counted to determine if there is an actual decrease in income<br />
since the last completed certification.<br />
- The household’s loss or reduction of income must be expected to last longer than 90 days.<br />
- No reduction in tenant rent portion will be made if the decrease in the household’s rent<br />
portion is less than twenty-one percent (21%).<br />
- The loss of income must be through no fault of the family. A decrease to the rent portion will<br />
not be processed if the family voluntarily terminates an income source.<br />
