<strong>Chapter</strong> 14 – Self-Sufficiency Action Plan<br />
The SDHC may request to operate an FSS Program smaller than the mandatory MPS when necessary<br />
due to local circumstances in which there is a:<br />
- Decrease in or lack of accessible support services;<br />
- Decrease in or lack of funding for reasonable administrative costs;<br />
- Decrease in or lack of cooperation by other units of state or local government; or<br />
- Decrease in or lack of interest in participation in the program on the part of eligible families.<br />
3. Coordination of Support Services<br />
During the FSS Program's intake process, the participant works with an FSS Service Coordinator to<br />
develop a five-year Career Plan leading toward economic self-sufficiency. The participant and<br />
Service Coordinator work as a team in developing a career-related goal, and in determining the<br />
needed support services and interim steps necessary to complete this goal. During the Contract<br />
term, Service Coordinators refer FSS participants to partner organizations that provide the necessary<br />
support services to assist participants in completing their Career Plan.<br />
The SDHC collaborates with the following organizations in providing services to FSS participants: <strong>San</strong><br />
<strong>Diego</strong> Community College District, University of California at <strong>San</strong> <strong>Diego</strong>, <strong>San</strong> <strong>Diego</strong> State University,<br />
Southwestern College, <strong>San</strong> <strong>Diego</strong> Workforce Partnership, One-Stop Career Centers, the County's<br />
Health & Human Services Agency, Family Health Centers of <strong>San</strong> <strong>Diego</strong>, Springboard, Community<br />
<strong>Housing</strong>Works, US Bank, Citibank and others.<br />
Support services coordinated by SDHC may include:<br />

- Homeownership<br />
- Vocational Assessment<br />
- Career Planning<br />
- Micro-Business Development<br />
- Non-Traditional Career Development<br />
- Personal Development<br />
- Escrow Account Interim Withdrawals<br />
- Transportation Assistance<br />
- Childcare Assistance<br />
- Professional Clothing<br />
- Book Scholarships<br />
- Credit and Debt Counseling<br />
- Asset Building<br />
