<strong>Chapter</strong> 13 – Special Programs<br />
- TBRA may not be used to provide overnight or temporary shelter to homeless persons.<br />
- TBRA cannot be used with Project-based rental assistance<br />
The TBRA program will be modeled after the <strong>Housing</strong> Choice Voucher Program with the following<br />
exceptions:<br />
- Referrals are accepted from the appropriate service provider and local residency preferences are<br />
not applied.<br />
- Contracts cannot exceed two years<br />
- Contracts can be renewed, based on HOME fund availability.<br />
- Participants are not eligible to move out of SDHC jurisdiction with continued assistance.<br />
- Initial Lease-Up will be effective the first of a month.<br />
SECTION 9: NON-ELDERLY PERSONS WITH DISABILITIES VOUCHERS<br />
The SDHC (SDHC) will take to reasonable steps to affirmatively further fair housing for classes protected<br />
under the Fair <strong>Housing</strong> Act in regards to the vouchers awarded under the Non-Elderly Persons with<br />
Disabilities Notice of Funding Availability, Section III.C.4.b.<br />
In addition to the current Fair <strong>Housing</strong> Policy as stated in the SDHC <strong>Housing</strong> Choice Voucher Program<br />
Administrative Plan (attached), the SDHC will take reasonable steps to inform affected applicants on<br />
how to file a fair housing complaint, including the provision of the toll-free number for the Fair <strong>Housing</strong><br />
Complaint Hotline: 9-800-669-9777. Persons with hearing or speech impairments may access this<br />
number via TTY by calling the Federal Information Relay Service at 800-887-8339.<br />
Additionally, the SDHC will comply with the affirmatively furthering fair housing requirements of 24 CFR<br />
Section 903.7(o) by:<br />
- Examining its programs or proposed programs;<br />
- Identifying any impediments to fair housing choice within those programs;<br />
- Addressing those impediments in a reasonable fashion in view of the resources available;<br />
- Working with local jurisdictions to implement any of the jurisdiction’s initiative to affirmatively<br />
further fair housing that require the SDHC ‘s involvement; and<br />
- Maintaining records reflecting these analyses and actions. Further, the SDHC will take the following<br />
protective steps in addressing accessibility problems for persons with disabilities;<br />
- Where requested by an individual, help program applicants and participants gain access to<br />
supportive services available within the community, but not require eligible applicants<br />
- or participants to accept such supportive services as condition of continued participation in the<br />
program;<br />
- Identify public and private funding sources to assist participants with disabilities in covering the<br />
costs of structural alterations and other accessibility features that are needed as accommodations<br />
for their disabilities;<br />
