SUBSIDIZED PROJECT A multi-family housing project (with the exception of a project owned by a<br />

cooperative housing mortgage corporation or association) which receives the benefit of subsidy in the<br />

form of:<br />

- Below-market interest rates pursuant to Section 221(d)(3) and (5) or interest reduction payments<br />

pursuant to Section 236 of the National <strong>Housing</strong> Act; or<br />

- Rent supplement payments under Section 101 of the <strong>Housing</strong> and Urban Development Act of 1965;<br />

or<br />

- Direct loans pursuant to Section 202 of the <strong>Housing</strong> Act of 1959; or<br />

- Payments under the Section 23 <strong>Housing</strong> Assistance Payments Program pursuant to Section 23 of the<br />

United States <strong>Housing</strong> Act of 1937 prior to amendment by the <strong>Housing</strong> and Community<br />

Development Act of 1974;<br />

- Payments under the Section 8 <strong>Housing</strong> Assistance Payments Program pursuant to Section 8 of the<br />

United States <strong>Housing</strong> Act after amendment by the <strong>Housing</strong> and Community Development Act<br />

unless the project is owned by a Public <strong>Housing</strong> Agency;<br />

- A Public <strong>Housing</strong> Project.<br />

SUBSIDY STANDARDS Standards established by a PHA to determine the appropriate number of<br />

bedrooms and amount of subsidy for families of different sizes and compositions.<br />

SUSPENSION Stopping the clock on the term of a family’s voucher, for such period as determined by<br />

the PHA, from the time when the family submits a request for PHA approval to lease a unit, until the<br />

time when the PHA approves or denies the request.<br />

TENANCY ADDENDUM The lease language required by HUD contained In the lease between the<br />

tenant and the owner.<br />

TENANT The person or a person (other than a live-in-aide) who executes the lease as lessee of the<br />

dwelling unit.<br />

TENANT RENT The amount payable monthly by the family as rent to the unit owner.<br />

TOTAL TENANT PAYMENT (TTP) The total amount the HUD rent formula requires the tenant to pay<br />

toward rent and utilities.<br />

TRANSITIONAL BED ASSISTANCE <strong>Housing</strong> subsidy paid for transitional or shelter beds.<br />

TRIENNIAL FAMILIES Families is which 100% percent of adults are, 55 years or older, disabled, or a<br />

full-time student (18 to 23 years old) not including the head of household, spouse or co-head. The<br />

family may have any kind of income. (e.g. wages, SSI, SSA, VA, Retirement)<br />

TRIENNIAL REEXAMINATION Triennial families will have their income, assets and household<br />

composition fully recertified every three years instead of annually. In the interim years, a COLA<br />

recertification will be completed, in which social security and Veterans Benefits will be adjusted by the<br />

published cost of living adjustment. Payment standards and utility allowance will be updated.<br />

UNIT Residential space for the private use of a family.<br />

UTILITIES Utilities means water, electricity, gas, other heating, refrigeration, cooking fuels, trash<br />

collection and sewage services. Telephone service is not included as a utility.<br />
