DRUG TRAFFICKING The illegal manufacture, sale, distribution, use, or possession with intent to<br />
manufacture, sell, distribute or use, of a controlled substance (as defined in section 102 of the Controlled<br />
Substances Act (21 U.S.C. 802)).<br />
DISASTER VOUCHER PROGRAM Specially funded Voucher Program by HUD for victims of natural<br />
disasters.<br />
EIV The EIV System is a web-based application, which provides PHAs with employment, wage,<br />
unemployment compensation and social security benefit information of tenants who participate in the<br />
Public <strong>Housing</strong> and various Section 8 programs under the jurisdiction of the Office of Public and Indian<br />
<strong>Housing</strong> (PIH). This system is available to all PHAs nationwide. Information in EIV is derived from<br />
computer matching programs initiated by HUD with the Social Security Administration (SSA) and the U.S.<br />
Department of Health and Human Services (HHS), for all program participants with valid personal<br />
identifying information (name, date of birth (DOB), and social security number (SSN)) reported on the<br />
form HUD-50058.<br />
ELDERLY FAMILY A family whose head, spouse, or co-head or whose sole member is at least 62 years<br />
of age; may include two or more elderly persons living together or one or more such persons living with<br />
another person who is determined to be essential to his/her care and well-being.<br />
ELDERLY PERSON A person who is at least 62 years old.<br />
ELIGIBLE FAMILY (Family) A family as defined by the PHA in the Administrative Plan.<br />
EXCESS MEDICAL EXPENSES Any medical expenses incurred by elderly or disabled families only in<br />
excess of 3% of Annual Income that are not reimbursable from any other source.<br />
EXTREMELY LOW-INCOME FAMILY A family whose annual income does not exceed 30 percent of<br />
the median income for the area, as determined by HUD, with adjustments for smaller and larger<br />
families.<br />
FAIR MARKET RENT (FMR) The rent including the cost of utilities (except telephone) that would be<br />
required to be paid in the housing market area to obtain privately owned existing decent, safe and<br />
sanitary rental housing of modest (non-luxury) nature with suitable amenities. Fair market rents for<br />
existing housing are established by HUD for housing units of varying sizes (number of bedrooms) and are<br />
published in the Federal Register.<br />
FAMILY A family is either a single person or a two or more people and includes:<br />
- A household with or without children. A child who is temporarily away from home due to placement<br />
in foster care should be considered a member of the family.<br />
- An elderly family, which is defined as a family whose head, co-head, spouse, or sole member is at<br />
least 62 years of age; or two or more persons, each of whom are at least 62, living together; or one<br />
or more persons who are at least 62 living with one or more live-in aides.<br />
- A disabled family, which means a family whose head, co-head, spouse, or sole member is a person<br />
with a disability; or two or more persons with a disability; or one or more persons with a disability<br />
with one or more live-in aides.<br />
- A displaced family, which is a family in which each member or the sole member is a person displaced<br />
by governmental action, or whose dwelling has been extensively damaged or destroyed as a result<br />
of a disaster declared or otherwise formally recognized by federal disaster relief laws.<br />
