student will not be included for determination of voucher size. If applicable, the voucher size<br />
will be decreased effective with the recertification or move, whichever comes first.<br />
- If the family decides that the student is temporarily absent, income of that student will be<br />
included in total household income, the student will be included on the lease and the student<br />
will not be included for determination of voucher size. If applicable, the voucher size will be<br />
decreased effective with the recertification or move, whichever comes first.<br />
- If the temporarily absent student returns to live at home full time, SDHC may restore the prior<br />
voucher size. If approved, the voucher size increase will be effective with an interim,<br />
recertification or move, whichever comes first.<br />
4. Absence Due to Incarceration<br />
If any member of the household is incarcerated for other than drug related or violent criminal<br />
activity and is absent more than 186 calendar days he/she will be considered permanently absent.<br />
If he/she is incarcerated for drug related or violent criminal activity, SDHC will begin the termination<br />
process of the household.<br />
5. Absence of Children Due to Placement in Foster Care<br />
If the family includes a child or children temporarily absent from the home due to placement in<br />
foster care, SDHC will determine from the appropriate agency when the child(ren) will be returned<br />
to the home.<br />
If the period is to be greater than 186 days from the date of removal of the child(ren), the voucher<br />
size will be reduced in accordance with SDHC’s subsidy standards.<br />
6. Absence of Entire Family<br />
These policy guidelines address situations when the family is absent from the unit, but has not<br />
moved out of the unit. In cases where the family has moved out of the unit, SDHC will terminate<br />
assistance in accordance with appropriate termination procedures contained in this Plan.<br />
"Absence" means that no family member is residing in the unit.<br />
Families must notify SDHC in writing if they are going to be absent from the unit for more than 30<br />
consecutive days.<br />
If the entire family is absent from the unit for more than 30 consecutive days without notifying<br />
SDHC, the unit will be considered to be vacated and the assistance will be terminated.<br />
In order to determine if the family is absent from the unit, SDHC may:<br />
- Mail notification to family’s unit address.<br />
- Telephone the family at the unit.<br />
- Contact the property owner.<br />
- Verify if utilities are in service.<br />
- Send Post Office verification.<br />
7. Caretaker for Children<br />
If neither parent nor adult household member remain in the household, and the appropriate agency<br />
has determined that another adult is to be brought into the assisted unit to care for the child(ren)<br />
for an indefinite period, SDHC will consider the adult a visitor for the first 180 calendar days. The<br />
