3. Mandated Use of the Enterprise Income Verification (EIV) System<br />

SDHC will utilize the EIV system to:<br />
- Verify tenant employment and income information during mandatory reexaminations of<br />
family composition and income; and<br />
- Reduce administrative and subsidy payment errors.<br />
Moving Forward Participants<br />
SDHC will review the EIV Income Report of each family at annual reexaminations of family income and/or<br />
composition to reduce tenant under reporting of income and improper subsidy payments. The EIV Income<br />
Report is not required at interim reexaminations for Moving Forward participants.<br />
Non-Moving Forward Participants<br />
The SDHC will review the EIV Income Report of each family at annual and interim reexaminations of family<br />
income and/or composition to reduce tenant under reporting of income and improper subsidy payments.<br />
C. DEFINITIONS OF METHODS OF VERIFICATION<br />
This Section defines methods of verification but does not take precedence over Section A of this<br />
<strong>Chapter</strong>.<br />
1. Verification Hierarchy Definitions<br />
HUD Upfront Income Verification (UIV)<br />
The verification of income before or during a family reexamination, through an independent source<br />
that systematically and uniformly maintains income information in computerized form for a number of<br />
individual using HUD’s Enterprise Income Verification (EIV) system.<br />
Non-HUD Upfront Income Verification (UIV)<br />
The verification of income before or during a family reexamination, through an independent source<br />
that systematically and uniformly maintains income information in computerized form for a number of<br />
individuals using non-HUD System (i.e., Work Number, Cal-Win, etc.)<br />
Written Third Party Documents:<br />
Reliable documentation generated by a third party source. Used to supplement EIV-reported<br />
income sources, other income sources and when tenant disputes EIV-reported income information.<br />
Examples of third-party documents include:<br />
- Pay stubs<br />
- Payroll summary report<br />
- Notice or letter of hire or termination from an employer<br />
- Benefit verification letter from the Social Security Administration (SSA)<br />
- Bank statement<br />
- Child support payment stubs/printout<br />
- Welfare benefit letter or printout<br />
