<strong>Chapter</strong> 10 – <strong>Housing</strong> Quality Standards, Inspections, and Utility Allowances<br />

[24 CFR Part 982, Subpart I]<br />

- Units should have a permanently installed heater. For units that do not have a permanently<br />

installed heater, or have rooms that do not have sufficient heat, either directly or indirectly, the<br />

owner must provide space heaters. Additions to the original structure must have a heat source.<br />

- Tenant preference to substitute a microwave oven in the place of an owner or tenant supplied oven<br />

and stove will be allowed. A microwave oven will be considered passed if the microwave is in a safe<br />

and working condition.<br />

- The street number must be present and visible from the street.<br />

- The owner may not access any portion of the assisted unit for their personal use.<br />

- A garage attached to the unit with access to the assisted unit is part of the assisted unit.<br />

- All exterior doors must be lockable, have no holes, have all trim intact, and have a threshold.<br />

- Bedroom and bathroom doors may not have a double cylinder deadbolt.<br />

- If window security bars or security screens are present on emergency exit window, they must be<br />

equipped with a fluid motion quick release system. The owner is responsible for ensuring that the<br />

family is instructed on the use of the quick release system.<br />

1. Modifications<br />

Modifications or adaptations to a unit must meet all applicable HQS and be permitted by the city of<br />

<strong>San</strong> <strong>Diego</strong>. The owner may be required to provide copies of permits when requested.<br />

K. SELF-CERTIFICATION OF REPAIRS<br />

Owners and participants who have distinguished themselves as responsible and responsive through<br />

consistent <strong>Housing</strong> Quality Standards (HQS) pass rates will be permitted to self-certify the repair of<br />

minor (non life threatening) HQS fail items on the Annual Inspection. If a unit fails an annual inspection for<br />

one or more minor items, the <strong>Housing</strong> Inspector will determine if it is appropriate to provide the option<br />

of self-certifying the repair(s) rather than having the inspector return to the unit to verify that the<br />

repair(s) has been completed. The owner and/or tenant can also choose not to self-certify the repair<br />

and have the unit re-inspected. Self certification of minor items should not exceed six items.<br />

Items that are considered a minor repair are as follows:<br />

- Failed item for which the owner has a receipt verifying the item or part is on order.<br />

- Refrigerator door gasket.<br />

- Closet door off track---repair/replace/remove.<br />

- Cracked outlet or switch plate cover.<br />

- Minor faucet leak(s)<br />

- Minor plumbing drips<br />

- Stove vent cover missing<br />

- Bathroom exhaust fan needs repair<br />

- Window with a small crack that can be repaired with silicone.<br />

- Street number is not present and/or visible from the street.<br />
