<strong>Chapter</strong> 3 – Verification, Income, Assets, and Allowances<br />
[24 CFR Part 5, Subparts D & E; Part 982, Subpart D & L]<br />
- A family with or without children (a child temporarily absent from the home due to placement<br />
in foster care shall still be considered in determining family composition and family size);<br />
- An elderly family;<br />
- A disabled family;<br />
- A displaced family,<br />
- The remaining member of a family; and<br />
- A single person who is not elderly, disabled, or displaced.<br />
Certification will normally be considered sufficient verification of family relationships. In cases<br />
where reasonable doubt exists, the family may be asked to provide additional verification, such as:<br />
- Verification of relationship<br />
- Official identification showing names<br />
- Birth Certificates<br />
- Baptismal Certificates<br />
- Verification of guardianship<br />
- Court-ordered assignment<br />
- Notarized affidavit from the parent<br />
- Verification from social services agency<br />
- School records<br />
- Parent designation of responsibility for medical care.<br />
4. Verification of Permanent Absence of Family Member<br />
If an adult member who was formerly a member of the household is reported permanently absent<br />
by the family, SDHC will accept a self-certification from the head of household. If the head is the<br />
absent member, the spouse, co-head, or other adult member can report the change in household<br />
composition.<br />
SDHC reserves the right to require any of the following as verification that the household member is<br />
absent from the home:<br />
- Divorce action paperwork.<br />
- Legal separation paperwork.<br />
- Order of protection/restraining order obtained by one family member against another.<br />
- Proof of another home address, such as utility bills, canceled checks for rent, driver’s license,<br />
or lease or rental agreement.<br />
- Statements from other agencies such as social services or a written statement from the<br />
property owner or manager that the adult family member is no longer living at that location.<br />
- Document from the Court or prison stating how long the adult family member will be<br />
incarcerated.<br />
