<strong>Chapter</strong> 8 – Annual Reexaminations and Interim Adjustments<br />

[24 CFR Part 982, Subpart I & K]<br />

A. INTRODUCTION<br />

In accordance with HUD requirements, SDHC will reexamine the income and household composition of<br />

all families. Recertifications and interim reexaminations will be processed in a manner that ensures<br />

families are given reasonable notice of rent increases. All activities will be coordinated in accordance<br />

with HUD regulation. It is a HUD requirement that families report all changes in household composition.<br />

This <strong>Chapter</strong> defines SDHC's policy for conducting annual recertifications and coordinating activities. It<br />

also explains the interim reporting requirements for families, and the standards for timely reporting.<br />

B. MOVING FORWARD: RECERTIFICATION SCHEDULES<br />

Triennial - Participant households where 100 percent of the adult household members either meet<br />

HUD’s definition of disabled, are age 55 or older, or have been verified as a full-time student (age<br />

18-23, excluding Head, Spouse or Co-head) will be eligible for the triennial recertification cycle. Each<br />

year, one third of the elderly and disabled participants will be scheduled for a full recertification. In<br />

the “off” years, a family’s income will be adjusted at the Cost of Living Adjustment (COLA) annual<br />

recertification date if the family receives a Cost of Living Adjustment or there is a change in the<br />

utility allowance or payment standard.<br />

Biennial - Participant households not meeting the requirements of the triennial recertification cycle<br />

are considered work-able and subject to the biennial recertification cycle. SDHC will conduct a full<br />

recertification of household income and family composition every two years for work-able<br />

households.<br />

A recertification packet will be mailed to families at least 120 days in advance of the biennial<br />

SDHC has established appropriate recertification procedures necessary to ensure the income data<br />

provided by families is complete and accurate. Families are required to complete the recertification<br />

packet as a condition of continued program participation. The Personal Declaration form ensures the<br />

income data provided by families are complete and accurate.<br />

SDHC has established procedures to gather information and data necessary to complete the biennial<br />

recertification. The procedures require the participation and signatures of all adult family members, 18<br />

years and older, and family members who will turn 18 years of age by the effective date of the<br />

recertification. When interviews are scheduled, all adult family members and family members who will<br />

turn 18 years of age by the effective date of the recertification must attend. Failure to provide<br />

requested information and data and or failure to attend scheduled appointments may result in<br />

termination of eligibility.<br />

SDHC will have all required recertifications within the current biennial cycle completed at least 30 days<br />

before the biennial certification date. Families will be notified at least 30 days before the scheduled date<br />

of any increase to the rent portion.<br />

The HUD Form 50058 will be completed and transmitted as required by HUD.<br />

The Notice of Rent Change is mailed to the owner and the family. Signatures are not required by SDHC.<br />

If the family disagrees with the rent adjustment, the family may request an administrative review by<br />

following the procedures stated on the Notice of Intended Action Rent Portion letter.<br />
