<strong>Chapter</strong> 5 – Subsidy Standards, Voucher Issuance, and Briefings<br />

[24 CFR Part 982, Subpart B]<br />

- Exceptions to these standards may be made in accordance with state and federal law to<br />

accommodate a disability. When a disabled family member requires and qualifies for their<br />

own bedroom as a reasonable accommodation, the remaining household members will be<br />

assigned one bedroom for each two household members regardless of sex, age or<br />

relationship.<br />

- Live-in aides must be approved by SDHC prior to moving into the assisted unit. To receive<br />

approval, live-in aides must perform vital assistance that cannot be provided in any other way<br />

to an elderly household member or a household member with disabilities. An additional<br />

bedroom will be assigned for the live-in aide. A change in Voucher size occurs after the Live in<br />

Aide has moved in. The live-in aide’s family members may reside in the unit as long as the unit<br />

is not over-crowded.<br />

- Foster children will be included in determining voucher size only if verification completed by a<br />

social service agency confirms that they will be in the unit for more than six months. If a<br />

Foster child (children) is temporarily (less than six months) placed in the unit the Voucher size<br />

will not increase.\<br />

- Space will not be provided for a family member, other than a spouse/co-head, who will be<br />

absent more than 50% of the time (more than 185 days), such as a member absent due to<br />

military service or a student who does not live at home during the school year.<br />

- Bedroom sizes are based on available funding.<br />

- For initial issuance only, a single pregnant woman with no other members must be treated as<br />

a two-person family.<br />

- Note: If the Voucher size is being decreased due to a household member no longer qualifying<br />

for an extra bedroom as a reasonable accommodation, the Voucher will revert back to<br />

previous size.<br />
