<strong>Chapter</strong> 2 – Waiting List, Admission, and Denial of Admission<br />

[24 CFR Part 5, Subparts B, D & E; Part 982, Subpart E]<br />

J. INITIAL DETERMINATION OF LOCAL PREFERENCE<br />

An applicant's certification that they qualify for a preference will be accepted without verification at the<br />

initial application. When the family is selected from the waiting list for the final determination of<br />

eligibility, the preference will be verified.<br />

If the preference verification indicates that an applicant does not qualify for the preference, the<br />

applicant will be returned to the waiting list without the local preference.<br />

K. CHANGE OF PREFERENCE [24 CFR 982.207]<br />

Changes in an applicant's circumstances while on the waiting list may affect the family's entitlement to a<br />

preference. Applicants are required to notify SDHC in writing using the online Application/Update for<br />

<strong>Housing</strong> Assistance when their circumstances change.<br />

L. CROSS LISTING OF PUBLIC HOUSING AND SECTION 8<br />

SDHC will not merge the waiting lists for Public <strong>Housing</strong> and Section 8.<br />

M. PREFERENCE DENIAL<br />

If SDHC denies a preference, SDHC will notify the applicant in writing of the reasons why the preference<br />

was denied and offer the applicant an opportunity for a review with a staff member other than the one<br />

who made the decision. If the preference denial is upheld because of the review, or the applicant does<br />

not request a review, the applicant will be placed on the waiting list without benefit of the preference.<br />

If the applicant falsifies documents or makes false statements in order to qualify for any preference,<br />

they will be removed from the waiting list.<br />

N. REMOVAL FROM WAITING LIST AND PURGING [24 CFR 982.204(c)]<br />

The wait list will be purged periodically as needed to ensure a viable list of applicants. The mailing will<br />

ask for confirmation of continued interest.<br />

If an applicant is removed from the waiting list for failure to respond, they will not be entitled to<br />

reinstatement unless SDHC determines there were circumstances beyond the person’s control.<br />

If an applicant fails to respond to any mailings, which require a response, the applicant’s name will be<br />

dropped from the waiting list without further notice.<br />

To provide specific accommodation for a person with a disability, a staff person may complete the<br />

information over the telephone.<br />

If the applicant did not respond to SDHC’s request for information or updates because of a family<br />

member’s disability, SDHC will reinstate the applicant in the family’s former position on the waiting list.<br />

If a letter or other correspondence is returned by the Post Office as undeliverable, the applicant will be<br />

removed without further notice.<br />
