<strong>Chapter</strong> 2 – Waiting List, Admission, and Denial of Admission<br />
[24 CFR Part 5, Subparts B, D & E; Part 982, Subpart E]<br />
required from a reliable, knowledgeable professional. The verification provider must certify that a<br />
Live-In-Aide is needed for the care of the family member who is elderly, near elderly (50-61) or<br />
disabled.<br />
At any time, SDHC will refuse to approve a particular person as a Live-In-Aide or may withdraw such<br />
approval if:<br />
- The person has committed fraud, bribery, or any other corrupt or criminal act in connection<br />
with any federal housing program;<br />
- The person has a history of drug-related criminal activity or violent criminal activity as<br />
defined by this Administrative Plan; or<br />
- The person currently owes rent or other amounts to SDHC or to another <strong>Housing</strong> Authority<br />
in connection with Section 8 or public housing assistance under the 1937 Act.<br />
2. Joint Custody of Children<br />
Children who are subject to a joint custody agreement but live with one parent at least 51% of the<br />
time will be considered members of the household. "51% of the time" is defined as 186 days of the<br />
year, which do not have to run consecutively.<br />
X. MANDATORY SOCIAL SECURITY NUMBERS [24 CFR 5.216, 5.218]<br />
All applicants and participants (including each member of the household) are required to disclose<br />
his/her assigned Social Security Number and to provide verification of his/her Social Security Number.<br />
(This requirement also applies to persons joining the family after admission to the program.)<br />
The applicant family will not be admitted to the program until all members of the household have met<br />
the Social Security Number disclosure and documentation requirements.<br />
Individuals who do not contend eligible immigration status may not have a Social Security Number to<br />
disclose and must sign a Social Security Number Declaration Form that they do not have an assigned<br />
Social Security Number. All applicants who disclose their Social Security Number must provide<br />
verification within 21 days. An extension for an additional 21 days will be granted when requested in<br />
writing. All applicants who fail to provide the requested verifications within the timeframe stated above<br />
will be dropped from the Waiting List.<br />
The SDHC will deny eligibility for assistance if the applicant (including each member of the household)<br />
does not disclose and/or provide documentation of Social Security Numbers within the specified time<br />
frame.<br />
The SDHC will verify each disclosed Social Security Number in the Enterprise Income Verification (EIV)<br />
system.<br />
Y. CITIZENSHIP/ELIGIBLE IMMIGRATION STATUS [24 CFR Part 5, Subpart E]<br />
In order to receive assistance, a family member must be a U.S. citizen or eligible immigrant. Individuals<br />
who are neither may elect not to contend their status. Eligible immigrants are persons who are in one<br />
of the immigrant categories as specified by HUD.<br />
For the Citizen/Eligible Immigration requirement, the status of each member of the family is considered<br />
