<strong>Chapter</strong> 2 – Waiting List, Admission, and Denial of Admission<br />

[24 CFR Part 5, Subparts B, D & E; Part 982, Subpart E]<br />

The SDHC will give at least seven days' notice prior to closing the list.<br />

Upon request from a person with a disability, additional time will be given as an accommodation for<br />

submission of an application after the closing deadline. This accommodation is to allow persons with<br />

disabilities the opportunity to submit an application.<br />

P. SELECTION FROM WAITING LIST [24 CFR 982.204]<br />

When funding is available, families will be selected from the waiting list in their preference-determined<br />

sequence, regardless of family size.<br />

When a family has been selected from the waiting list, they must be prepared at that time to begin the<br />

eligibility process. If the family is unable to begin the process, it will be dropped from the waiting list<br />

and may reapply.<br />

Q. INCOME LIMITATIONS/INCOME TARGETING [24 CFR 982.201(b), 982.353]<br />

Seventy five percent (75%) of new admissions shall not exceed 30% of the Area Median Income (AMI) as<br />

established by HUD. The remaining 25% may be between 31-80% of the AMI.<br />

Meeting the income targeting requirements will require skipping higher income families on the waiting<br />

list as necessary to satisfy SDHC’s annual targeting requirement.<br />

To determine if the family is income-eligible, SDHC compares the Annual Income of the family to the<br />

applicable income limit for the family's size.<br />

Families whose Annual Income exceeds the income limit will be denied admission and offered an<br />

administrative review.<br />

For initial lease-up, families who exercise portability must be within the applicable income limit for the<br />

jurisdiction of the receiving Public <strong>Housing</strong> Authority.<br />

R. ELIGIBILITY DETERMINATION PROCESS<br />

All preferences claimed on the Application for <strong>Housing</strong> Assistance or while the family is on the waiting<br />

list will be verified after the family is selected from the waiting list.<br />

Applicants must complete a Personal Declaration.<br />

Household composition may not be changed only to qualify for a preference.<br />

S. COMPLIANCE WITH ELIGIBILITY PROCESS<br />

SDHC establishes procedures to gather the information and data necessary to determine a family’s<br />

eligibility. The procedures require the participation and signatures of all adult family members, 18 years<br />

and older. When interviews are scheduled, all adult family members must attend. Failure to provide<br />

requested information and data may result in the denial of an application. Failure to attend the initial<br />

scheduled appointment will result in denial of the application. One reschedule will be allowed as a<br />
