<strong>Chapter</strong> 13 – Special Programs<br />

- Any adults the VASH applicant/participant requests to add to his or her household will have a<br />

modified initial requirement for criminal history: no violent or drug-related criminal activity in<br />

the two years preceding application.<br />

- Minimum rent shall be set at zero for the first 12 months of program participation. After the<br />

first 12 months, minimum rent shall be set at $50.<br />

- Income garnishments that VASH participants experience will not be counted as income for the<br />

first 12 months of program participation. To coincide with SDHC’s rental assistance program<br />

administration, utility reimbursements will not be a part of the SDHC VASH program.<br />

- To coincide with SDHC’s rental assistance program administration, VASH participants will be<br />

eligible for the biennial inspection cycle. The same criteria by which the general rental<br />

assistance program participants gain admission to the cycle must also be met.<br />

- Units occupied by VASH participants must meet the same criteria to be eligible for the biennial inspection<br />

cycle.<br />

While SDHC is required to waive some eligibility factors, all household members (including the veteran)<br />

will be held to the same standard as any other <strong>Housing</strong> Choice Voucher program participant once on the<br />

program.<br />

For all other policies, the SDHC has adopted the published guidelines and has developed separate policy<br />

documents for VASH.<br />

SECTION 5: PROJECT-BASED SUBSIDY PROGRAM FOR THE HOMELESS<br />

SDHC provides rental subsidy to project development owners to house the homeless. Approximately<br />

500 units are funded under the Project-Based Subsidy.<br />

Monitoring: Program administration is conducted by the project owner with monitoring performed by<br />

SDHC. The project owner is required to certify all families admitted to the program/development are<br />

homeless and meet the definition of low-income. They are required submit a program plan for SDHC<br />

approval including waiting list criteria, eligibility requirements, program administration, and termination<br />

processes. SDHC conducts monitoring to ensure the program plan is being followed. The project owner<br />

is also required to submit semi-annual written reports including tenant information, lease up rates, and<br />

number of families served.<br />

Persons living in the PBSP program are not be eligible to transfer their assistance to a tenant-based<br />

voucher, but are required to apply for the HCV waiting list and are subject to the same regulations as all<br />

other families on the waiting list.<br />

SECTION 6: SPONSOR-BASED VOUCHERS FOR THE HOMELESS<br />

SDHC provides up to 1000 vouchers to house homeless persons while sponsor organizations provide the<br />

necessary services. A typical sponsor is an organization providing supportive services to disabled<br />

individuals and/or individuals with substance abuse issues and requires additional housing resources to<br />
