B. GLOSSARY OF TERMS IN SUBSIDIZED HOUSING<br />
ADMINISTRATIVE PLAN The HUD required written policy of the PHA governing its administration of<br />
the Section 8 Voucher program. The Administrative Plan and any revisions must be approved by the<br />
PHA’s board and a copy submitted to HUD.<br />
ABSORPTION In portability, the point at which a receiving PHA stops billing the initial PHA for<br />
assistance on behalf of a portability family. The receiving PHA uses funds available under the receiving<br />
PHA consolidated ACC.<br />
ACC RESERVE ACCOUNT (FORMERLY "PROJECT RESERVE") Account established by HUD from<br />
amounts by which the maximum payment to the PHA under the consolidated ACC (during a PHA fiscal<br />
year) exceeds the amount actually approved and paid. This account is used is the source of additional<br />
payments for the program.<br />
ACTIVE U.S. SERVICEPERSON A person in the active military of the United States.<br />
ADDRESS MATCH PROGRAM The <strong>San</strong> <strong>Diego</strong> Police Department provides SDHC with arrest sheets for<br />
drug/violent crime arrests at subsidized housing units or for persons listing subsidized housing as their<br />
place of residence. SDHC provides to the police a current list of subsidized units every month.<br />
ADJUSTED INCOME Annual income, less allowable HUD deductions.<br />
ADMINISTRATIVE FEE Fee paid by HUD to the PHA for administration of the program.<br />
ADMINISTRATIVE FEE RESERVE (Formerly "Operating Reserve") Account established by PHA from<br />
excess administrative fee income. The administrative fee reserve must be used for housing purposes.<br />
ADMISSION The effective date of the execution of the first HAP contract for a family (first day of initial<br />
lease term) in a tenant-based program. This is the point when the family becomes a participant in the<br />
program.<br />
ALCOHOL ABUSE Abuse of alcohol in a way that threatens the health, safety or right to peaceful<br />
enjoyment of other residents and persons residing in the immediate vicinity of the premises.<br />
ANNUAL BUDGET AUTHORITY The maximum annual payment by HUD to a PHA for a funding<br />
increment.<br />
ANNUAL CONTRIBUTIONS CONTRACT (ACC) A written contract between HUD and a PHA. Under<br />
the contract HUD agrees to provide funding for operation of the program, and the PHA agrees to comply<br />
with HUD requirements for the program.<br />
ANNUAL INCOME The anticipated total Annual Income of an eligible family from all sources for the<br />
12-month period following the date of determination of income, computed in accordance with the<br />
regulations.<br />
ANNUAL INCOME AFTER ALLOWANCES The Annual Income (described above) less the HUDapproved<br />
allowances.<br />
ANNUAL REEXAMINATION The process of securing documentation and verification of the family’s<br />
income, assets and household composition used to determine the rent the family will pay. The term is<br />
sometimes called recertification.<br />
