<strong>Chapter</strong> 15 – Moving Forward:<br />

<strong>Housing</strong> Choice Voucher Homeownership Program<br />

- Program operations, local obligations;<br />

- Taxes and IRS proration requirements of taxes if assisted by the program;<br />

- Inspection criteria, HQS requirements, special requirements in the contract for sale; and<br />

- Post purchase counseling.<br />

- Criminal Background Review (family completes the Statement of Criminal History Checks<br />

form);<br />

- Additional Income Verification and EIV;<br />

- Other Program Requirements, etc; and<br />

- Execute HUD Statement of Homeowner Obligations and SDHC Statement of Homeowner<br />

Obligations.<br />

A Certificate of Eligibility will be issued upon meeting all eligibility requirements.<br />

F. CERTIFICATE OF ELIGIBILITY<br />

If the HCV Homeownership Assistant determines that a family meets minimum eligibility criteria, he/she<br />

may issue a Certificate of Eligibility to enable the applicant to shop for a home purchase. The HCV<br />

Homeownership Assistant will deliver the Certificate of Eligibility after completion SDHC's homebuyer<br />

briefing. The estimated HAP will be provided to the participant to assist in determining the maximum<br />

sales price and loan amount in the pre-qualification process in conjunction with their lender.<br />

Whenever an opening occurs in the program, SDHC will select the next available qualified applicant for<br />

the final interview. The HCV Homeownership Assistant will interview the applicant to ensure that all the<br />

information contained in their Homeownership Application is current and that the applicant is eligible<br />

for homeownership.<br />

The issuance of a Certificate of Eligibility does not guarantee that a participant will have the ability to<br />

secure a homeownership loan. Other considerations such as the housing market, an applicant’s credit<br />

history, total indebtedness, and current income, will be factors that will determine a participant’s ability<br />

to secure a home mortgage. All participants will qualify independently through a mortgage lender of<br />

their choice and must provide complete pre-approval/loan documents to the HCV Homeownership<br />

Assistant immediately for review.<br />

The family will be issued an interim recertification packet with the Certificate of Eligibility. This packet<br />

must be returned to the HCV Homeownership Assistant with an executed Contract of Sale Addendum to<br />

Residential Purchase Agreement, and pre-approval/loan documents if not previously provided.<br />

Information must be up to date to the date of submission.<br />

1. Changes in Family Size or Composition<br />

All changes in family composition must be reported prior to the change to the HCV Homeownership<br />

Assistant. The Certificate of Eligibility will reflect the applicable subsidy standard SDHC assigns to<br />

the family based upon the family’s size and composition. The final <strong>Housing</strong> Assistance Payment<br />

(HAP) will be issued based upon the subsidy standard applicable on the date of closing.<br />

Any requested additions to the family prior to admittance to the Home of Your Own program must<br />

be approved by the HCV Homeownership Assistant. As a general rule, only additions due to birth,<br />
