housing.<br />
The staff of SDHC initiates personal contact with private property owners and managers by conducting<br />
formal and informal discussions and meetings.<br />
Printed material is offered to acquaint owners and managers with the opportunities available under the<br />
program.<br />
SDHC has active participation in community-based organizations including private property and<br />
apartment owners and managers.<br />
SDHC actively recruits property owners with property located outside areas of low income and poverty<br />
concentration and will apply for exception payment standards if SDHC determines it is necessary to<br />
make the program more accessible in its jurisdiction.<br />
SDHC encourages program participation by owners of units located outside of low income and poverty<br />
concentration. SDHC periodically evaluates the demographic distribution of assisted families to identify<br />
areas within the jurisdiction where owner outreach should be targeted. The purpose of these activities<br />
is to provide more choices and better housing opportunities to families. Voucher holders are informed<br />
of a broad range of areas where they may lease units inside SDHC’s jurisdiction, and are given a list of<br />
property owners or other parties who are willing to lease units or help families who desire to live<br />
outside areas of low income and poverty concentration.<br />
SDHC shall periodically:<br />
- Develop working relationships with owners and real estate broker associations.<br />
- Establish contact with civic, charitable or neighborhood organizations which have an interest in<br />
housing for low-income families and public agencies concerned with obtaining housing for displaced<br />
families.<br />
- Explain equal opportunity and nondiscrimination requirements, including Fair <strong>Housing</strong> Amendments<br />
Act of 1988 and Americans with Disabilities Act, to real estate agents, property owners, and other<br />
groups that have dealings with low-income families or are interested in housing such families.<br />
J. CONFLICT OF INTEREST [24 CFR 982.161]<br />
All SDHC employees shall abide by the Conflict of Interest regulation as follows:<br />
- Neither SDHC nor any of its contractors or subcontractors may enter into any contract or<br />
arrangement in connection with the tenant-based programs in which any of the following classes of<br />
persons has any interest, direct or indirect, during tenure or for one year thereafter:<br />
- Any present or former member or officer of SDHC (except an appointed resident<br />
commissioner);<br />
- Any employee of SDHC, or any contractor, subcontractor, or agent of SDHC, who<br />
formulates policy or who influences decisions with respect to the programs;<br />
- Any public office, member of a governing body, or State or local legislator, who exercises<br />
functions or responsibilities with respect to the program; or<br />
- Any member of the Congress of the United States.<br />
