<strong>Chapter</strong> 13 – Special Programs<br />
Within each of the following categories, applicants will be served by the date and time of application<br />
based on the availability of site-specific supportive services:<br />
- Homeless Families<br />
- Victims of Domestic Violence<br />
- Homeless persons with disabilities<br />
- Homeless veterans<br />
- Homeless elderly persons<br />
- Homeless individuals<br />
- Persons with HIV/AIDS (homeless or non-homeless)<br />
- Non-homeless persons with disabilities<br />
- Non-homeless elderly persons<br />
7. Conversion to Tenant Based Section 8 Assistance<br />
After a household has participated in the Project-Based Voucher program for at least 12 months,<br />
they may move from the assisted unit and retain federal housing assistance. SDHC will provide a<br />
household who leaves the Project-Based Voucher program after a one-year period with tenantbased<br />
assistance, if they are in good standing with SDHC and Section 8 requirements. Households<br />
who leave the Project-Based Voucher program before one year are not eligible for continued<br />
assistance.<br />
8. Minimum Rent to Tenants<br />
Minimum rent to tenants under the Project-Based Voucher program is $25.00.<br />
SECTION 4: VETERANS AFFAIRS SUPPORTIVE HOUSING (VASH)<br />
The 2008 Consolidated Appropriations Act (the Act) enacted in 12/26/07, provided million of dollars of<br />
funding for the HUD-Veterans Affairs Supportive <strong>Housing</strong> (HUD-VASH) voucher program.<br />
HUD awarded funding for HUD-VASH vouchers and the funding was made available to public housing<br />
agencies (PHAs) that partner with eligible VA Medical Centers (VAMC) or other entities as designated by<br />
the Secretary of the Department of Veterans Affairs, based on geographical need for such assistance as<br />
identified by the Secretary of the Department of Veterans Affairs.<br />
The HUD-VASH program combines HUD HCV rental assistance for homeless veterans with case<br />
management and clinical services provided by the Veterans Affairs at its medical centers and in the<br />
community.<br />
Generally, the HUD-VASH HCV program will be administered in accordance with regular HCV program<br />
requirements (24 CFR Section 982). However, the Act allows HUD to waive or specify alternative<br />
requirements for any provision of any statute or regulation that HUD administers in connection with this<br />
program in order to effectively deliver and administer HUD-VASH voucher assistance. In 2010 SDHC<br />
received a HUD waiver to administer the HUD-VASH vouchers similarly to MTW vouchers. The MTW<br />
fiscal year 2013 Annual Plan included the following policies designed specifically for the HUD-VASH<br />
vouchers:<br />
