8.3 Physical protection<br />

The term “physical protection” refers to guarding and other measures that are adopted to<br />

prevent theft, sabotage or other unauthorized access to nuclear waste or nuclear material.<br />

Physical protection is designed to comply with legislation and regulations.<br />

SKI’s regulation for physical protection is included as a design premise for the encapsulation<br />

plant. There is a well-functioning system for physical protection during handling and transport.<br />

The plant’s guarded area will be fenced-in and other surveillance equipment will be installed<br />

similar to what is required for nuclear installations. Access to the area will be controlled and<br />

checked in a manner similar to what is done at the nuclear installations in operation today. The<br />

encapsulation plant’s buildings will be integrated with Clab’s protection area and the perimeter<br />

protection.<br />

8.4 Safeguards<br />

Through international treaties such as the Nuclear Non-Proliferation Treaty, the Euratom Treaty<br />

and other bilateral agreements, Sweden has undertaken to use nuclear materials for peaceful<br />

purposes only as well as to keep records of all handling of nuclear materials, including spent<br />

nuclear fuel. Sweden has also agreed to subject all material of this type to international verification.<br />

These so-called safeguards are administered by Euratom and the IAEA, and on a national<br />

level by SKI. The purpose of the safeguards is that the inspection bodies should discover in a<br />

timely manner if nuclear materials are diverted from the system.<br />
