the modern Turkish Republic. The
country is therefore eager to raise
the level of its economic wealth and
industrial development by achieving
the goals it has already established
to be reached up till this date. The
energy sector holds an important
place, as the driver of economic development,
though unfortunately it
remains highly vulnerable to supply
security problems.
INSTITUTIONAL DEVELOPMENT
PROCESS, AND STRATEGIES FOR
‘2023’
The development of Turkish renewable
energy sources and the strategies
for their promotion has been
periodically restated by the five-year
national development plans of the
Turkish Republic. Strategies for increasing
use of hydropower by these
plans have been in place for the past
five decades, since the 1960s. By
contrast, wind, solar, and geothermal
resources arrived on the agenda
two decades later. Although national
five-year programmes envisaged
strategies and plans for these resources
from the 1980s, their promotion
has remained very limited,
with the exception of hydropower.
By contrast, the ‘Law on Renewable
Energy’ (Nr.5346) enacted in 2005
and the ‘Strategy Paper on Electricity
Market and Supply Security’ issued
in 2009 have played significant
roles in developing renewable energy
in Turkey, since both have aimed
to increase the share of all renewable
sources in electricity generation
(see the Article 1 of Law 5346). 1
The Law on Renewable Energy sets
out a legal framework for production,
investment and subsidies for
the renewable energy resources.
Article I (Turkish): MADDE 1- (1) Bu Kanunun amacı; yenilenebilir enerji kaynaklarının elektrik enerjisi
sektörünün geliştirilmesidir.“ (Kanun, 5346 Sayılı 2005 Tarihli YEK’in Elektrik Enerjisi Üretiminde
Kullanımına İlişkin Kanun, 2005)
