Answer: Keep this principle in mind that if the people of Makka-t<strong>ul</strong>-<br />

Mukarramaĥ go out of the limits of Ḥaram for a piece of work but<br />

remain within Mīqāt (such as Jeddah), they do not need to put<br />

on Iḥrām on return. However, if they go out of Mīqāt (such as<br />

Madīna-t<strong>ul</strong>-Munawwaraĥ, Ṭāif, Riyadh etc.), it is not permissible for<br />

them to return without Iḥrām. No matter a driver goes out of Mīqāt<br />

and returns many times a day, Hajj or ‘Umraĥ will become Wājib<br />

for him each time. If he comes to Makka-t<strong>ul</strong>-Mukarramaĥ without<br />

Iḥrām Dam will become Wājib for him. However, if he put on Iḥrām<br />

outside Mīqāt the very same year, Dam will become void.<br />

Ḥīlaĥ for not putting on Iḥrām<br />

Question 2: If a person who works in Jeddah comes to Jeddah<br />

for work from his country, for example, from Pakistan, is Iḥrām<br />

necessary for him<br />

Answer: If he has the intention of going to Jeddah, there is no need<br />

of Iḥrām; rather, he can go to even Makka-t<strong>ul</strong>-Mukarramaĥ from<br />

Jeddah without Iḥrām. Therefore, the person wishing to enter Ḥaram<br />

without Iḥrām can do so with the help of a Ḥīlaĥ provided that he<br />

makes firm intention to go first to such place as Jeddah without the<br />

intention of going to Makka-t<strong>ul</strong>-Mukarramaĥ with the intention of<br />

Hajj and ‘Umraĥ.<br />

For example, he went to Jeddah for business or trade, and after<br />

completing his business transactions he made intention to visit<br />

Makka-t<strong>ul</strong>-Mukarramaĥ from there. If he had already made the<br />

intention of going to Makkaĥ, he cannot go without Iḥrām in this<br />

case. This Ḥīlaĥ is not permissible for the one performing Hajj<br />

Badal on behalf of someone else.
