MY AUGUST OFFER.
"Plans are afoot iOr the reception
by the Presbytery of the First Reformed
Presbyterian church, and its union
•with the First, which is the mother
of all churches, of whatever denomination,
in Cincinnati."
This plan carried out, is decisive
for that church, in Cincinnati, for the
same report says the Presbytery
"has adopted a recommendation of
the 'Federation of Churches' of Cincinnati
and vicinity, which declares that
all proposed occupancy of new territory
shall be submitted to the Comity
Committee of the Federation, whose
decision shall be final.''
Our church there still survives, and
has in view securing a pastor. May
tbe Lord sustain and bless it in its
effort to hold forth the testimony of
Viviani, in a speech of November
CURBING THE ROMAN CATHOLICS
IN MEXICO.
The victory of the Constitutionalist
intelligently administered, and tney
would suffer little, but the course of
events in all lands has been the same,
as witness Italy, France and Portugal.'
Tampico, July 26.—A decree limiting
the scope of the Roman Cathol.c
Church in the State of Xuevo Laredo,
on the ground of "public health, morality
and justice," was issued today by
Antonio I. V.llareal, Governor and mil
itary commander. He said:
"During tne lile of the nation the
church has been a pernicious factoi
in disruption and discord, and has entirely
forgotten its spiritual mission."
The most drastic feature of the decree
is the prohibition of confession.
Villareal gives as his reason for this
the charge that the confessional and
the sacristy in Mexico have become
a menace to morality.
The decree makes the following orders
for government of Catholic
schools and churches:
to officiate.
"Fourth—Confession is prohibited.
"F.fth—The public is prohibited
from entering the sacristy.
"Sixth—^Church bells shall ring only
country, or for triumphs of the Constitutionalists'
"Seventh—All Catholic colleges shall
be closed which do not obey the programs
Explaining the grounds for this action,
Villareal's decree reads:
"In the interest of public health,
morality and justice, the State will
limit the scope of the Catholic Church,
which during its life has entirely forgotten
its spiritual mission, its sole
right to be recognized by modern society.
The Church has consecrated
itself principally to conquest in politics.
To secure its object it always
has been allied with the reactionary
Government and the despots, and even
with foreign invaders. It has shown
itself an implacable enemy to the liberal
movement and progress from the
