8. Organisation for Economic Cooperation and Developm<strong>en</strong>t (OECD)<br />
The Organisation for Economic Cooperation and Developm<strong>en</strong>t (OECD) was founded on<br />
30.09.1961 as the successor organisation to the Organisation for European Economic Cooperation<br />
(OEEC). The organisation’s founding docum<strong>en</strong>t, the OECD Conv<strong>en</strong>tion, was signed<br />
by 18 European states plus the USA and Canada. By the <strong>en</strong>d of 2009 a worldwide total of<br />
30 countries belonged to the organisation: Australia, Austria, Belgium, Canada, Czech Republic,<br />
D<strong>en</strong>mark, Finland, France, Germany, Gr<strong>ee</strong>ce, Hungary, Iceland, Ireland, Italy, Japan,<br />
Korea, Luxembourg, Mexico, Netherlands, New Zealand, Norway, Poland, Portugal, Slovakia,<br />
Spain, Swed<strong>en</strong>, Switzerland, Turkey, United Kingdom, USA. In 2010 another four states –<br />
Chile, Estonia, Israel and Slov<strong>en</strong>ia – were admitted to the organisation.<br />
The main task of the OECD is to promote a policy that facilitates optimum economic developm<strong>en</strong>t<br />
and employm<strong>en</strong>t in the Member States in conjunction with rising standards of living.<br />
The basis for this is maintaining the financial stability of the Member States. This goal at the<br />
same time has a positive influ<strong>en</strong>ce of the developm<strong>en</strong>t of the global economy.<br />
But the focus is not only on the economic developm<strong>en</strong>t of the Member States. The organisation<br />
also s<strong>ee</strong>ks to help non-members to achieve sound economic growth. And the OECD is int<strong>en</strong>ded<br />
to make a contribution to the growth of world trade.<br />
Under the auspices of the OECD, an indep<strong>en</strong>d<strong>en</strong>t organisation – the International Energy<br />
Ag<strong>en</strong>cy (IEA) – was founded in November 1974 to implem<strong>en</strong>t an international <strong>en</strong>ergy programme.<br />
The OECD and the IEA are both based in Paris, France.<br />
In the IEA publications used in this brochure, the states which joined the OECD in 2010 are<br />
not yet included in the data for the OECD as a whole (cf. pages 83 – 91). In fact, Chile is shown<br />
under Latin America, Estonia under the former Soviet Union, Israel under the Middle East,<br />
and Slov<strong>en</strong>ia under non-OECD Europe.<br />
