Since 2009 the EU has had the binding requirem<strong>en</strong>t that by the year 2020 one fifth of gross<br />
final <strong>en</strong>ergy consumption is to be met by r<strong>en</strong>ewable <strong>en</strong>ergy sources. The way to achieving<br />
this target is described in the National Action Plans of the EU Member States, which detail<br />
the existing and planned measures, instrum<strong>en</strong>ts and policies for supporting the expansion<br />
of r<strong>en</strong>ewable <strong>en</strong>ergy in relation to the individual national targets. In their National Action<br />
Plans, elev<strong>en</strong> EU Member States have expressed the expectation that they will exc<strong>ee</strong>d the<br />
national targets set out in the EU Directive: Germany, Lithuania, Malta, the Netherlands,<br />
Austria, Poland, Swed<strong>en</strong>, Slov<strong>en</strong>ia, Spain, the Czech Republic and Hungary.<br />
In February 2011 the Energy Research C<strong>en</strong>tre of the Netherlands (ECN) published a summary<br />
of the developm<strong>en</strong>t docum<strong>en</strong>ted in the National Action Plans. The analysis shows that the<br />
binding EU target of 20 % in 2020 will not only be achieved, but will probably be exc<strong>ee</strong>ded<br />
with a figure of 20.7 %. The publication also predicts a share of 34.0 % for electricity g<strong>en</strong>erated<br />
from r<strong>en</strong>ewable sources in 2020, 21.4 % for <strong>en</strong>ergy from r<strong>en</strong>ewables in the heat/cold sector,<br />
and 10.2 % in the transport sector.
