are incurred by the developer or owner of the new building. He has to bear any additional<br />

costs arising from the obligation to use r<strong>en</strong>ewable <strong>en</strong>ergy or carry out substitute measures.<br />

These are based directly on the differ<strong>en</strong>ces in heat g<strong>en</strong>eration costs and may, dep<strong>en</strong>ding<br />

on the technology involved and its cost-effectiv<strong>en</strong>ess, be offset by saving due to reduced<br />

purchases of fossil <strong>en</strong>ergy.<br />

The second pillar of the R<strong>en</strong>ewable Energies Heat Act is financial assistance. Today the R<strong>en</strong>ewable<br />

Energies Heat Act forms the legal framework for assistance under the market inc<strong>en</strong>tive<br />

programme for r<strong>en</strong>ewable <strong>en</strong>ergy sources (MAP). The MAP has gradually b<strong>ee</strong>n expanded<br />

since 1999 and is the German governm<strong>en</strong>t’s c<strong>en</strong>tral instrum<strong>en</strong>t for the promotion of r<strong>en</strong>ewable<br />

<strong>en</strong>ergy sources in the heat market. It thus <strong>en</strong>courages investm<strong>en</strong>t in the construction of<br />

installations for g<strong>en</strong>erating heat from r<strong>en</strong>ewable <strong>en</strong>ergy sources.<br />

The R<strong>en</strong>ewable Energies Heat Act makes it clear that the federal authorities will provide<br />

n<strong>ee</strong>ds-appropriate support of up to 500 million EUR per year for the use of r<strong>en</strong>ewable <strong>en</strong>ergy<br />

for heat g<strong>en</strong>eration in the years 2009 to 2012. These funds come partly from tax rev<strong>en</strong>ue,<br />

and partly from the Federal Environm<strong>en</strong>t Ministry’s Climate Initiative which was launched in<br />

2008. This initiative is funded by auctioning emission allowances. In this respect the financial<br />

assistance provided in the heat sector is fundam<strong>en</strong>tally differ<strong>en</strong>t from the assistance in<br />

the electricity sector under the R<strong>en</strong>ewable Energy Sources Act (EEG), which levies a surcharge<br />

from electricity consumers to finance the f<strong>ee</strong>d paym<strong>en</strong>ts for electricity from r<strong>en</strong>ewables.<br />
