The National R<strong>en</strong>ewable Energy Action Plan<br />

The National R<strong>en</strong>ewable Energy Action Plan approved by the Federal Cabinet on<br />

4 August 2010 in accordance with Directive 2009/28/EC on the promotion of <strong>en</strong>ergy<br />

from r<strong>en</strong>ewable sources indicates, among other things, the developm<strong>en</strong>t path<br />

which the German governm<strong>en</strong>t expects r<strong>en</strong>ewable <strong>en</strong>ergy to take up to the year<br />

2020. The first progress report will be submitted to the European Commission at<br />

the <strong>en</strong>d of this year. A first estimate of the perc<strong>en</strong>tage of gross final <strong>en</strong>ergy consumption<br />

accounted for by r<strong>en</strong>ewable <strong>en</strong>ergy sources indicates that the expected<br />

developm<strong>en</strong>t was maintained.<br />

Last year, in the course of transposing EU Directive 2009/28/EC into national law, the Member<br />

States submitted their National R<strong>en</strong>ewable Energy Action Plans (NREAP) with measures and expansion<br />

paths for achieving the binding national targets. The German governm<strong>en</strong>t assumes<br />

that Germany will achieve the 18 % target for r<strong>en</strong>ewable <strong>en</strong>ergy as a perc<strong>en</strong>tage of gross final<br />

<strong>en</strong>ergy consumption in 2020, and expects that it will actually exc<strong>ee</strong>d this figure with 19.6 %.<br />

The perc<strong>en</strong>tage of electricity due to r<strong>en</strong>ewable <strong>en</strong>ergy sources in 2020 is put at 38.5 %.<br />

At the <strong>en</strong>d of this year the Member States must submit to the European Commission their<br />

first progress report (subsequ<strong>en</strong>tly every two years) on the situation with regard to national<br />

developm<strong>en</strong>t of r<strong>en</strong>ewable <strong>en</strong>ergy. A first provisional estimate on the basis of the available<br />

statistical data, calculated using the method in the EU Directive, yielded a figure of 10.5 %<br />

for r<strong>en</strong>ewable <strong>en</strong>ergy as a perc<strong>en</strong>tage of gross final <strong>en</strong>ergy consumption in 2010. This shows<br />

that Germany is on course for the developm<strong>en</strong>t path described in the NREAP, or might possibly<br />

slightly exc<strong>ee</strong>d it. The NREAP worked on the basis of 10.1 %.<br />

On the basis of updated data, the perc<strong>en</strong>tages of gross final <strong>en</strong>ergy consumption due to r<strong>en</strong>ewable<br />

<strong>en</strong>ergy in 2009 and 2010 will be communicated to the European Commission on<br />

31 December 2011 in the German governm<strong>en</strong>t’s First Progress Report.<br />
