The IEA Implem<strong>en</strong>ting Agr<strong>ee</strong>m<strong>en</strong>t – RETD –<br />
At the initiative of the Federal Environm<strong>en</strong>t Ministry, the IEA Implem<strong>en</strong>ting Agr<strong>ee</strong>m<strong>en</strong>t<br />
“R<strong>en</strong>ewable Energy Technology Deploym<strong>en</strong>t (RETD)” was signed in 2005. RETD curr<strong>en</strong>tly<br />
numbers nine Member States and is the only cross-technology agr<strong>ee</strong>m<strong>en</strong>t among the IEA’s<br />
implem<strong>en</strong>ting agr<strong>ee</strong>m<strong>en</strong>ts on r<strong>en</strong>ewable <strong>en</strong>ergy. In this function RETD supports the largescale<br />
market introduction of all technologies for the use of r<strong>en</strong>ewable <strong>en</strong>ergy sources, and<br />
is devoted to cross-sectional issues such as system integration of r<strong>en</strong>ewable <strong>en</strong>ergies.<br />
Furthermore, RETD comm<strong>en</strong>ts on the IEA’s sc<strong>en</strong>ario work on r<strong>en</strong>ewable <strong>en</strong>ergy, and every<br />
year in March it runs an international workshop jointly with the IEA R<strong>en</strong>ewable Energy<br />
Working Party (REWP).<br />

International R<strong>en</strong>ewable Energy Ag<strong>en</strong>cy – IRENA –<br />
The r<strong>en</strong>ewables2004 confer<strong>en</strong>ce also gave extra impetus to the establishm<strong>en</strong>t of a special<br />
intergovernm<strong>en</strong>tal institution that promotes the expansion of r<strong>en</strong>ewable <strong>en</strong>ergies worldwide.<br />
Spurred on by Germany and its partners, especially D<strong>en</strong>mark and Spain, this idea was put<br />
into practice at the founding confer<strong>en</strong>ce of the International R<strong>en</strong>ewable Energy Ag<strong>en</strong>cy<br />
(IRENA) in Bonn on 26 January 2009.<br />
Since the organisation’s foundation, the Statute has b<strong>ee</strong>n signed by 149 states and the European<br />
Union, and as of 6 July 2011 it had b<strong>ee</strong>n ratified by 80 states. This is an overwhelming<br />
success and demonstrates the great support <strong>en</strong>joyed by IRENA and with it the call for global<br />
expansion of r<strong>en</strong>ewable <strong>en</strong>ergy in g<strong>en</strong>eral.<br />
Equipped with a budget totalling more than 25 million US dollars for 2011 and a staff of<br />
75 employ<strong>ee</strong>s this year, IRENA will analyse the worldwide pot<strong>en</strong>tial of r<strong>en</strong>ewable <strong>en</strong>ergy, design<br />
sc<strong>en</strong>arios for expanding it, and support its technological developm<strong>en</strong>t. IRENA will offer<br />
its Member States policy advice on creating the right framework conditions, on targeted expansion<br />
of compet<strong>en</strong>cies, and on improving funding and optimising technology and knowledge<br />
transfer for r<strong>en</strong>ewable <strong>en</strong>ergy sources. IRENA is to become a globally recognised knowledge<br />
c<strong>en</strong>tre for r<strong>en</strong>ewable <strong>en</strong>ergy sources, and provide quick and easy access to relevant information<br />
for political decision makers, users, investors and the interested public. To this <strong>en</strong>d<br />
IRENA will cooperate closely with existing international organisations, such as individual<br />
UN organisations or the International Energy Ag<strong>en</strong>cy (IEA), and with networks like REN21.<br />
The Ag<strong>en</strong>cy’s head office is in Abu Dhabi, capital of the United Arab Emirates (UAE). The<br />
Director G<strong>en</strong>eral of IRENA is a K<strong>en</strong>yan, Adnan Amin.<br />
At the <strong>en</strong>d of April 2011 the IRENA Innovation and Technology C<strong>en</strong>tre in Bonn started work,<br />
headed by its Dutch director Dolf Giel<strong>en</strong>. As an integral compon<strong>en</strong>t of the IRENA Secretariat,<br />
the IITC is concerned with sc<strong>en</strong>arios and strategies for the expansion of r<strong>en</strong>ewable <strong>en</strong>ergy<br />
and technological developm<strong>en</strong>ts in this sector. Its tasks include drawing up “technology roadmaps”<br />
and analysing favourable framework conditions for technological innovations. The<br />
IITC will also analyse costs and cost tr<strong>en</strong>ds in the g<strong>en</strong>eration of <strong>en</strong>ergy from r<strong>en</strong>ewable sources<br />
and work on technological standards and test methods. Germany has promised to make<br />
available an annual contribution of up to thr<strong>ee</strong> million EUR to fund the IITC.<br />
