RENEWABLE ENERGIES IN THE EUROPEAN UNION<br />

r<strong>en</strong>eWaBle <strong>en</strong>erGIes In the eUropean UnIon<br />

The Directive of the European Parliam<strong>en</strong>t and of the Council on the promotion<br />

of the use of <strong>en</strong>ergy from r<strong>en</strong>ewable sources, which came into force in June 2009,<br />

sets ambitious targets: by 2020, <strong>en</strong>ergy from r<strong>en</strong>ewable <strong>en</strong>ergy sources is to<br />

m<strong>ee</strong>t 20 % of gross final <strong>en</strong>ergy consumption and at least 10 % of <strong>en</strong>ergy<br />

requirem<strong>en</strong>ts in the transport sector.<br />

Directive 2009/28/EC of the European Parliam<strong>en</strong>t and of the Council <strong>en</strong>tered into force on<br />

25 June 2009. This new EU directive on the promotion of r<strong>en</strong>ewable <strong>en</strong>ergy is part of the<br />

European Climate and Energy Package implem<strong>en</strong>ting the decisions of the spring summit<br />

of heads of state and governm<strong>en</strong>t (European Council) of 9 March 2007. The binding target of<br />

this directive is to raise the r<strong>en</strong>ewables-based share of total gross final <strong>en</strong>ergy consumption<br />

in the EU from about 8.5 % in 2005 to 20 % in 2020.<br />

The Directive takes the EU target of 20 % and breaks it down into differ<strong>en</strong>tiated overall national<br />

targets for the Member States for r<strong>en</strong>ewable <strong>en</strong>ergy as a perc<strong>en</strong>tage of gross final <strong>en</strong>ergy<br />

consumption in 2020. These binding national targets are based on the initial figures for<br />

the baseline year 2005 and individual national pot<strong>en</strong>tial. On this basis, the national targets<br />

for the EU Member States for 2020 range from 10 % for Malta to 49 % for Swed<strong>en</strong>. A national<br />

target of 18 % is laid down for Germany.<br />
