170Sustainable Development strategy of business envi<strong>ro</strong>nment f<strong>ro</strong>m Dolj, Olt, Pleven, Vidin and Montana regionInt<strong>ro</strong>duction – p<strong>ro</strong>ject contextThe p<strong>ro</strong>ject regarding the elaboration of Sustainable <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment strategy of business envi<strong>ro</strong>nmentstarted f<strong>ro</strong>m the need to imp<strong>ro</strong>ve the analysis capacity, strategic planning, evaluation and monitoring at the regionalpartnership level initiated by the Romanian Association for Technologic Transfer and Innovation (RATTI).RATTI has initiated, th<strong>ro</strong>ugh this p<strong>ro</strong>ject, an analysis p<strong>ro</strong>cess of business envi<strong>ro</strong>nment in or<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r to establishthe <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment policies, necessary measures and actions th<strong>ro</strong>ugh which it will be realized, and, a monitoringand evaluation methodology, based on set of relevant indicators, of applying this Strategy.The envisaged region for the p<strong>ro</strong>ject activities represents an area less <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>veloped compared to nationallevel, with relatively less business partnerships, respectively a less <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>veloped business envi<strong>ro</strong>nment. The investmentsare low, although the region benefits of a favourable geographical position and <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment opportunitiesof the infrastructure (railway network, Eu<strong>ro</strong>pean transportation corridors IV and VII, airport, intermodaltransportation facilities).The p<strong>ro</strong>ject p<strong>ro</strong>posed to contribute to the <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of cooperation among relevant actors in increasingregional competitiveness: RATTI – pole of technologic transfer and supporting services for business at Olteniaregion, National Centre for Information Service – Pleven, Regional Development Agency and Business Centre2000 - Montana and Agency for Regional Development and Business Centre – Vidin.The p<strong>ro</strong>posed strategy was elaborated as a method of minimizing the i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntified p<strong>ro</strong>blems in the c<strong>ro</strong>ssbor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rarea in the business <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment area, putting at the disposal of entrepreneurs in the c<strong>ro</strong>ss-bor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rarea, and also to those at national and international level relevant information on the area, information thatallows the i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntification of investment opportunities and-or business in partnerships..The p<strong>ro</strong>posed strategic document represent a adaptive p<strong>ro</strong>duct to the sector dynamism, thus it will followthe validation of relevant actors and being updated with data after the information p<strong>ro</strong>cess that will be<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>veloped in the p<strong>ro</strong>ject context.The hypothesis f<strong>ro</strong>m which the preliminary research activity of strategic p<strong>ro</strong>posals was related to the<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>gree of Small and Medium Enterprises: “Fewer requests for technologic imp<strong>ro</strong>vement at theenvisaged region: seldom the SMEs f<strong>ro</strong>m the region export their p<strong>ro</strong>ducts and services, although their interestfor export is high 1 ”.After the covered steps was elaborated the Strategy for the business envi<strong>ro</strong>nment <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment, in a waythat the policies f<strong>ro</strong>m this area to be predictable, public interventions to be p<strong>ro</strong>-active, and the effect on thebusiness envi<strong>ro</strong>nment to correspond to the expectations. Whitin this context, the Strategy was correlated withthe other complementary strategies in or<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r not to exists overlapping or redundant solutions.The p<strong>ro</strong>ject p<strong>ro</strong>posed to create a dynamic relationship within the c<strong>ro</strong>ss-bor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r business envi<strong>ro</strong>nmentbetween Romania and Bulgaria, of high competitiveness and based on technologic innovation. The resulteddynamic will become an attractiveness element for investors and will fertilize the local <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment economy.Also, was followed th<strong>ro</strong>ugh the p<strong>ro</strong>ject overcoming the potential barriers and construction of relationshipsbased on trust th<strong>ro</strong>ugh i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntification of comparative advantages of the area and i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntification of potentialcommon solutions to common p<strong>ro</strong>blems.The p<strong>ro</strong>ject is also oriented to construction and imp<strong>ro</strong>vement of c<strong>ro</strong>ss-bor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r region image that acceleratesthe economic <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment both economic cooperation at c<strong>ro</strong>ss-bor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r level and th<strong>ro</strong>ugh increasing theforeign investment.The methodology of strategy elaboration was adapted to the p<strong>ro</strong>ject objectives, combining the three essentialelements: research and analysis of business sector f<strong>ro</strong>m the region and generation of conclusions basedon which were elaborated the strategic p<strong>ro</strong>posals and respectively the communication plan p<strong>ro</strong>posal.The diagnostic step of the current situation of the region and of business envi<strong>ro</strong>nment assumed analyzingthe existent data – statistics and studies, relevant strategic documents for the interested area.In this regard were i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntified the statistic data resources at the c<strong>ro</strong>ss-bor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r region – Romanian si<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>:• County Directorates of statistics of Dolj and Olt county,• National Institute of Statistic Bulgaria,• County Offices of Commerce Registry f<strong>ro</strong>m Dolj and Olt counties, County Agency for Labour Occupationof Dolj and Olt counties,• Supporting organizations and institutions for <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of business envi<strong>ro</strong>nment f<strong>ro</strong>m the region:Chambers of Commerce and Industry of Dolj and Olt counties, Romanian-Bulgarian Chamber of Commerceand Industry,1 Increase participation to over 20 fairs an<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>xhibits organized in the c<strong>ro</strong>ss-bor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r area Dolj, Olt,Vidin, Pleven, Montana, aut ofwhich relatively little opened events at international level. The selection of reference period was done also f<strong>ro</strong>m the perspectiveof ensuring comparative data, having in min that year 2007 is the year when Romania and Bulgaria adhere toEu<strong>ro</strong>pean Union, which ma<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> them available a similar framework of supporting opportunities f<strong>ro</strong>m Eu<strong>ro</strong>peanfunds, but also a harmonized legislation.The analysis on which are based the strategic p<strong>ro</strong>posals was elaborated starting f<strong>ro</strong>m a multitu<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> ofinformation. There were some difficulties in i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntifying aggregate data for the local and regional level (e.g.data based on which were elaborate The Strategic Plan of South West Oltenia Region and <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment plans ofVidin, Montana and Pleven districts that are before year 2007).Also, it was encountered difficulties in i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntifying comparable statistic data for territories that belong tothe two neighbour countries. However, we succee<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>d to collect and use an important volume of statistical datafor fundament the analysis.. It was realized a secondary analysis of existent data and documents as a complementarysource of data and relevant information. It was realized a search of available relevant information inonline envi<strong>ro</strong>nment and we analysed the local, mic<strong>ro</strong>-regional and regional <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment policies with impacton business sector, followed by the step of aggregation of data and analysis in or<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r to i<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ntify the methodsand good practice, evolutions, ten<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ncies and for p<strong>ro</strong>jecting future activities.The analysis of the statistic data and documents is completed with an analysis of external envi<strong>ro</strong>nmentwhich presents the way where the politic, economic, social and technologic areas influence the <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopmentof business envi<strong>ro</strong>nment f<strong>ro</strong>m the region. It is an basic element during the formulation of the strategy step,supplying a general image which helps un<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rstanding the forces, ten<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ncies and causes that may intervene inthe region dynamic.The document presents for each chapter of analysis of the region, in alternative way, information andsituations for the Romanian si<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> (Dolj and Olt counties) of the envisaged area, followed by data and similarinformation for the Bulgarian si<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>r of the region (Vidin, Montana and Pleven districts).
