Now, Craiova municipality is one of the 7 urban polesfor national <strong>de</strong>velopment (through GD 998/2008 Craiova was <strong>de</strong>signated as a growing pole, with Brasov, Cluj-Napoca, Constanta, Iasi, Ploiesti and Timisoara and obtaining access to prioritary investments from Europeanand national funds).According to ESPON system <strong>de</strong>classification it frames at the level of national and transnational influencepoles The municipality plays the role of major road and railroad assembly located at the interface betweenWest and South of Romania, between Carpati and Danube, and at the analysed regional level, once the bridgeover the Danube Calafat –Vidin is finalized, Craiova has all the chances to become the main gate of Romaniatowards Balkan space which is in full <strong>de</strong>velopment.In economy sector, the cross-bor<strong>de</strong>r areas are characterized at least by:• coordination and regularly exchange of information in the area of socio-economics statistics, even theelaboration of joint strategies;• evaluations and joint diagnosis, joint actions, publication of catalogues containing regional opportunities;• coordination and complementarily in vocational training;• Ease of the bor<strong>de</strong>r labour market access both in the origin country and also in the working country;• Joint meetings and initiatives between patronal associations, enterprises;• Joint promotion of economic sectors with competitive advantages;• Joint exploitation of touristic potential;• Establishment of joint calendars of events exhibits, fairs.Cross-bor<strong>de</strong>r cooperation is an <strong>de</strong>velopment objective of Economic and Social Cohesion Policy ofEuropean Union, based on the financial solidarity principle (redistribution of a communitarian budget realizedthrough the contribution of member states, by regions less <strong>de</strong>veloped in the European Union, for the promotionof high level of competitiveness and occupation of labour force). One of the <strong>de</strong>velopment objectives ofthis policy is the territorial cooperation, having as a main purpose the financing of territorial cooperation onproblems of communitarian importance, which follows key priorities of European Union.Rumania and Bulgaria benefit since 1998 of projects co-financed through Phare CBC Programmes.
