240Sustainable Development strategy of business environment from Dolj, Olt, Pleven, Vidin and Montana regionTherefore keep in mind the institutionalization of bilateral consultative structures proposed in the previouschapter (working groups for each proposed strategic directions) so that after the validation of the Strategy,they go beyond their advisory role and be able to implement the activities necessary to implement the Strategy.It is also necessary at the partnership level building of capacity for monitoring and evaluating the implementationof the Strategy, to be able to do the required reviews according to lessons learned of implementingevaluation events.Due to the fact that in the evaluation moment we were not awere of the existence of any institution ofregional <strong>de</strong>velopment structures bor<strong>de</strong>r, we consi<strong>de</strong>r it appropriate, to create an a<strong>de</strong>quate institutional framework,of involvement in an advisory role of the Regional Office for Crosbor<strong>de</strong>r Cooperation for the bor<strong>de</strong>r ofRomania-Bulgaria in the validation activities and its dissemination strategy.Also, given the need to correlate with other Strategy CBC programs that impact Region (Cross Bor<strong>de</strong>rCooperation Programme Bulgaria - Serbia, Cross-Bor<strong>de</strong>r Cooperation Operational Programme Romania - Serbia)is also appropriate to invite representatives of the regional partnership institutions managing the implementationof these programs in the region.The regional partnership thus outlined would acquire, in addition to the role of initiator of the strategyand to implement and monitor role of obtaining the <strong>de</strong>sired results.Also, the regional partnership could become a relevant factor in shaping future extem CBC programs(2014-2020) covering region so that they respond more specifically of priority directions to sustainable <strong>de</strong>velopmentof business environment.
