210Sustainable Development strategy of business environment from Dolj, Olt, Pleven, Vidin and Montana regionSouth-West Oltenia region is characterized by a low level of research - <strong>de</strong>velopment - innovation. Among<strong>de</strong>veloping regions, after spending the research - <strong>de</strong>velopment ranks six of eight, but at regional level, DoljCounty is ranked first.Units placed in Dolj County engaged in research - <strong>de</strong>velopment - innovation activities are:• National Research Institute for Electrical Development and Testing Craiova;• IPA-CIFAT Craiova;• Research - Development Station Fruit Craiova;• Agricultural Research Station Şimnicu <strong>de</strong> Jos;• Research - Development Station for vegetables Işalniţa;• Research - Development Station for sand croops Dăbuleni;• Didactic Experimental Station Craiova;• Research - Development Station for wine Segarcea.In addition to the activities in research - <strong>de</strong>velopment units, there are situations where some firmsun<strong>de</strong>rtake their own research, especially in new product <strong>de</strong>velopment and innovation (e.g.. PUG Craiova,Softronic Craiova, etc.).In the economic units engaged in research - <strong>de</strong>velopment in 2009 were registered 21 companies, mostlyin Craiova city, county resi<strong>de</strong>nce. With two exceptions (24 AIR srl – that activated with CAEN co<strong>de</strong> 7211 Research- Development in biotechnology and MADIX srl, with activity according to CAEN co<strong>de</strong> 7222 Research - Developmentin social and human science), all the other listed economic units activated in the Research - Developmentarea and natural and engineering science.In the Olt County of the same type of analysis of available data found that only one economic unit activedin research - <strong>de</strong>velopment on natural sciences and engineering.The analysis of total expenditure in research and <strong>de</strong>velopment for counties in the region concernednoted that the two counties were ma<strong>de</strong> in 2009 expenditures representing 46.4 million RON, meaning less over2% of the total expenditures at national level (2.35 billion RON). Across the entire South West Oltenia werema<strong>de</strong> total expenditures in research and <strong>de</strong>velopment of 75.7 million RON. Pleven has three such institutions, mostly comparedwith Vidin and Montana districts.Thus, in Pleven is operating the subsidiary of Bulgarian Union of Scientists, with more than 360 membersrepresenting different scientific disciplines and research areas. Branch is organized into six research stationsinvolving 48 professors and associate professors and 86 senior associates.Also at the level of Pleven district is located and operates the North Central Regional Park Agrotechnics,Institute for Agriculture and Livestock in the mountains area.In one of the cities of Pleven district - Knezha - works Institute for croops. Research work conducted atthe Institute covers the following areas: selection, genetics, plant pathology, biochemistry, soil treatment, etc.From its inception until 2010 were recognized more than 90 hybrid varieties of corn.Unequal distribution of active structures in the research - <strong>de</strong>velopment - innovation at the level of thethree districts examined can be countered by expanding territorial coverage and objectives of the currentfunctional institutions, including cross-bor<strong>de</strong>r perspective of this field.Employment in high-tech industries and in services based on intensive knowledge in the region is un<strong>de</strong>r2%, significantly less than the leading regions in Bulgaria. This situation is mainly caused by lack of a “criticalmass” of institutions in the region and the low involvement of higher education facilities (universities). It alsoi<strong>de</strong>ntifies a weak connection between research and industry sector.At national level of the entire country, the number of people that actived in research - <strong>de</strong>velopment iscontinuously increasing since 2001. However, at the level of North West Development Region the evolution ofpersons engaged in research - <strong>de</strong>velopment activities varies throughout this period, without giving us the opportunityto extract a clear trend for the next period, <strong>de</strong>spite the fact that European policies continue to placeresearch - <strong>de</strong>velopment - innovation top priorities for the next programming period (2014-2020).
