232Sustainable Development strategy of business environment from Dolj, Olt, Pleven, Vidin and Montana regionSustainable <strong>de</strong>velopment strategy of business environmentfrom Dolj - Olt - Pleven - Vidin – Montana regionSustainable <strong>de</strong>velopment strategy of business environment from the region is consi<strong>de</strong>ring the followingobjectives:• I<strong>de</strong>ntification of a common action plan in Dolj region - Olt - Pleven - Vidin - Montana for the sustainable<strong>de</strong>velopment of the business environment;• I<strong>de</strong>ntify business opportunities for the SMEs in Dolj region - Olt - Pleven - Vidin - Montana to improvethe value of products, processes and their services;• I<strong>de</strong>ntifying investment opportunities in Dolj region - Olt - Pleven - Vidin – Montana.Vision and Strategy ObjectivesVision strategy: Dolj region - Olt - Pleven - Vidin - Montana economic and social <strong>de</strong>velop through a dynamicbusiness environment, able to adapt quickly to the progress. This is supported by specialized agencies of governmentat all levels to create an enabling framework and regional opportunities and resources used in all other sectors:education, human resources, legal, and information technology, environmental and cultural heritage.We start from the premise that the business environment in the region will <strong>de</strong>velop in line with European policiesfor adapting to global market trends and consumer needs i<strong>de</strong>ntified in the European and international markets.Thus, we consi<strong>de</strong>r that at European level in terms of strengthening business <strong>de</strong>velopment of innovation,according to European Commission communication from October 2010 38 – “Innovation union” as a central partof Europe 2020. Moreover, at European level is the focus of EU funding instruments to the priorities of the Initiative“Innovation union”.The main objectives of the initiative “Innovation union” are 39 :1. strengthening the knowledge base and reduce fragmentation of Europe by promoting excellence ineducation and skills <strong>de</strong>velopment, creating the European Research Area and support the European Instituteof Innovation and Technology.2. transform good i<strong>de</strong>as into marketable products - by improving access to finance for innovative companies,creating a single market for of innovation, promoting openness and exploitation of Europe’s creative potential3. elimination of social and geographical disparities - by extension, in Europe, the benefits of of innovation,focusing on intelligent and encouraging specialization in public and social of innovation.4. pooling together resources to achieve major breakthroughs - by launching specific initiatives,called “partnerships for innovation”, which aim to remove all existing obstacles to the <strong>de</strong>mand and supplyand make so that European citizens enjoy as quickly the benefits of innovation.By promoting this initiative the Member States should substantially improve the existing structural fundsfor research and innovation, helping citizens acquire the necessary skills, improving performance and implementingstrategies of national and transnational projects smart specialization but also to initiate the preparationof post-2013 structural Funds, with an emphasis on innovation and smart specialization.It is also important that the European policies is encouraged use by Member States and regions of selfassessmenttool on the characteristics of effective research and innovation systems at regional nationals.In this context, possible directions for European policy objectives i<strong>de</strong>ntified by the principal social partnersat European Union level - BUSINESS EUROPE 40 - as being:38 http://www.adrmuntenia.ro/imagini/upload/9ouniuneainovariiro.pdf39 http://ec.europa.eu/commission_2010-2014/tajani/hot-topics/innovation-union/in<strong>de</strong>x_ro.htm40 BUSINESSEUROPE represents the European Employers’ Confe<strong>de</strong>ration, representative body at European level for more than 20million small, medium and large companies.
