None of these is present in the region South West of Oltenia.To support agriculture and forestry after joining Eu<strong>ro</strong>pean Union was <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>veloped the National Rural DevelopmentP<strong>ro</strong>gram for <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of the rural regions of Romania. Bulgaria benefit f<strong>ro</strong>m a similar p<strong>ro</strong>gram but prioritiesand related measures are established in accordance with priorities f<strong>ro</strong>m national level.The National Rural Development P<strong>ro</strong>gram for Romania it consists 4 axes, each one with a series of prioritizedmeasurements for to receiving financial support f<strong>ro</strong>m public funds:Axis 1 - Increased competitiveness of the agriculture-food and forestry sectors;Axis 2 - Imp<strong>ro</strong>ving the envi<strong>ro</strong>nment and rural areas;Axis 3 - Encouraging diversification of rural economy and imp<strong>ro</strong>ve the quality f<strong>ro</strong>m the countrysi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>;Axis 4 - Starting and operating of local <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment initiatives.For the Fishing sector is also available the Operational P<strong>ro</strong>gram for Fishing, with the following generalobjectives:• Development of competitiveness and sustainability of the fisheries primary• The <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of the p<strong>ro</strong>ducts of the fisheries sector• Support the sustainable <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of fishing areas and imp<strong>ro</strong>ve quality of life in these areasThe priorities agreed for public financial support are:Priority axis 1: Measures to adapt the fishing fleet;Priority Axis 2: Aquaculture, inland fishing, p<strong>ro</strong>cessing and marketing of fishery and aquaculture p<strong>ro</strong>ductsobtained;Priority axis 3: Measures of common interest (safety for the worker sector, p<strong>ro</strong>fessional organization in thesector, etc.);Priority axis 4: Sustainable <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of fisheries areas.Of the two counties, although both have significant potential to increase the of the fishing worker sector, onlyIn the Olt County has initiated and received financing for a strategy of sustainable <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment of fishing 17 .In the Bulgarian region (districts of Vidin, Montana and Pleven) the total agricultural surface registered in2008 is 769.290 ha.Therefore, Vidin district has a total of 202,470 ha of agricultural land (representing 66.8% of the districtsurface). Of this, app<strong>ro</strong>x. 56% represents cultivated area (about 113,971 ha). Of this 84.6% represents arable land.In the Montana district in terms of land fund and its use, indicated a total of 224 835 ha agricultural area,representing app<strong>ro</strong>x. 61.8% of the total district surface. F<strong>ro</strong>m this is being used a rate of 87.9%. the main types ofgrain c<strong>ro</strong>ps in the district surface level are (wheat, barley and maize), grapes, fruits (apples, peaches, plums, pearsand cherries), berries (strawberries and raspberries) and vegetables.For the Pleven district, the total agricultural area of 341,985 ha (83.3% of the total district surface level). Apercentage of 97.6% is utilized (333,767 ha). App<strong>ro</strong>x. 282 366 ha represents arable land. The agriculture p<strong>ro</strong>ducesespecially cereals (oats, wheat and corn) and sunflower. In a small rate the tobacco culture are g<strong>ro</strong>wn. In the municipalitiesBelene and Dolni Dabnik watermelons and melons are cultivated.
