214Sustainable Development strategy of business envi<strong>ro</strong>nment f<strong>ro</strong>m Dolj, Olt, Pleven, Vidin and Montana regionUnemploymentAfter analyzing data p<strong>ro</strong>vi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>d by the County Agency for Employment of Dolj County since 2007 we see thatc<strong>ro</strong>ssed Dolj County, during 2002-2007, a period when the number of unemployed <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>creased, followed for 2008-2009 by a significant increase of registered unemployed 21 – more than the 2002 level. Thus if in 2007 were registered14,347 unemployed, number of unemployed registered in 2010 the was more than double, namely 29 167, giventhat in 2010 the number of unemployed was down f<strong>ro</strong>m the peak in 2009 (33,643 people registered as unemployed).Registered unemployed in Olt County followed a similar dynamic, with g<strong>ro</strong>wth peaking in 2009 with aslight <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>crease for the year 2010.Unemployment rates for 2009 in the two counties were 9.8% for those Dolj County and 8.9% for Olt. Unemploymentamong women was higher in Dolj County (8.6%) than in Olt (6.8).For 2011, the statistics disponibilela the National Agency for Employment in late May, results a <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>crease inthe number of registered unemployed and the unemployment rate both counties: 24 756 registered unemployedin Dolj, respectively an unemployment rate of 8.3%, and 11 060 in Olt, with an unemployment rate of 6.2 percent.Depending on the level of education, the highest percentage of unemployed are among those with primary,secondary and p<strong>ro</strong>fessional studies: over 72% in Dolj of Olt over 78%, followed by unemployed with highschool colleges (19% in Dolj of Olt almost 15%) while the lowest percentage of unemployed belongs to the g<strong>ro</strong>upof people with university education (8.3% for Dolj County and 6.6% for Olt).21 Registered unemployees - people registered at labor force and unemployment offices, whether or not receiving support allowance,unemployment or other forms of social p<strong>ro</strong>tection

For the year 2008 in Dolj Countywere recor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>d five labour disputes, and in Olt a number of 2. For 2009, the number of registered job conflict <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>creased,2 for the county of Dolj, while in Olt was not recor<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>d any labor dispute.F<strong>ro</strong>m the perspective of continuing vocational training, supplementary of the education systemaccording to thedata of the National Register of Training P<strong>ro</strong>vi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rs, there are a total of 323 authorized p<strong>ro</strong>vi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rs in Dolj County (NGOs,public institutions, limited liability companies) that offer int<strong>ro</strong>ductory courses, qualification, specialization, trainingand retraining and a number of 137 authorized p<strong>ro</strong>vi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rs in Olt.An analysis of educational services p<strong>ro</strong>vi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>d by companies in the counties analyzed shows that most activitiestake into account other forms of education, of which most are auto driving schools.At national level, for the human resources <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>velopment sre available a number of relevant stakehol<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>rs f<strong>ro</strong>mthe sector (public administrations, economic enterprises, learning institutions, NGOs, etc) Sectoral Operational P<strong>ro</strong>grammefor Human Resources Development 2007-2013.
