Sustainable Development strategy of business environment from Dolj, Olt, Pleven, Vidin and Montana region 187From the available documents from the web page of Romania-Bulgaria CBC Regional Office out of theavailable funds for the Romania-Bulgaria Cross-bor<strong>de</strong>r Cooperation Programme were financed 44 projects 8(within two launched calls). Out these a number of 20 are started /or implemented at the level of analysedregion (Dolj and Olt counties). To be mentioned that the majority are initiated or have as partners institutions/organizations from Dolj county, and at the level of Olt county the implication was lower comparative with Doljcounty (only 2 projects initiated).According to the Stimulation plan to <strong>de</strong>velop cross-bor<strong>de</strong>r activities related to the Danube river it isnecessary that public institution to i<strong>de</strong>ntify and apply prioritary directions for the <strong>de</strong>velopment of cross-bor<strong>de</strong>rrelationships. Within the mentioned document are proposed four strategic directions:a) a new communication policy that will lead to an acknowledgement more <strong>de</strong>ep of cross-bor<strong>de</strong>r realitiesand opportunities. It means the <strong>de</strong>velopment of real partnership between institution from the cross-bor<strong>de</strong>r region,take into consi<strong>de</strong>ration both the cooperation opportunities and based on competition and competitively,either they don’t do anything, <strong>de</strong>fending the risk to break-up, splitting the cross-bor<strong>de</strong>r region and thus losingits functional unit;b) a concentrate <strong>de</strong>velopment that implies: a new policy of investment and working places. Throughsuggesting prioritary directions of <strong>de</strong>velopment it will contribute to: (1) <strong>de</strong>tection of joint problems in theregion, (2) sustaining conjunct and/or convergent <strong>de</strong>velopment projects and consensus consolidation and (3)the cross-bor<strong>de</strong>r reflex;c) set-up a space that implies: a new environment policy and set-up of the territory. The <strong>de</strong>velopment ofcommunication ways and creation of performing telecommunication system are equally indispensable to avoidmarginalizing the region and affirmation of competitively and insertion at European level;d) a culture syntheses, that assume: a new articulated cultural policy in training area, mass-media andassociative changes. Each cross-bor<strong>de</strong>r region receives the task to sketch the general priorities of her space andproceed to a concentration of efforts of socio-cultural <strong>de</strong>velopment. Also to each region comes the task to supervisethe <strong>de</strong>velopment of a sector that will not outbalance another sector and produce irreversible damages.Thus, at the level of the envisaged region were implemented 9 until the start of year 2009 a number of fiveprojects by local public authorities, as catalysts of local and regional <strong>de</strong>velopment process.
