<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft6.80 The <strong>City</strong> <strong>Council</strong>’s enhancement budget will be used for the implementation ofenhancement schemes. To date this budget has been devoted to schemes in <strong>Carlisle</strong>,Longtown, Brampton and Cummersdale Holmes, but it will be possible to direct some of ittowards other conservation areas. Schemes may be of varying types, but will concentrate onthe improvement of areas of land which detract from the overall character of the area. Theprivate sector will also be encouraged to undertake enhancement schemes.6.81 The <strong>Council</strong> will prepare additional guidance in the form of a new Development <strong>Plan</strong>Document setting out the main principles for development within conservation areas. Thiswill be supported by a series of management plans, for each conservation area to enabledevelopment proposals to be considered in relation to the specific character of each area.POLICY LE21 Cathedral PrecinctThe Cathedral Precinct (shown on the <strong>City</strong> Centre Proposals Map) is an area ofspecial townscape character and atmosphere that should be protected and enhanced.Proposals for the full and beneficial use of all the land and buildings within the precinctwill be encouraged, provided that the use is appropriate to both the buildings and theirsetting and the function of the Cathedral. Any new development should be well relatedin scale and design to the listed buildings and their setting and for a use that relates tothe function of the Cathedral. Proposals for large scale development, or that are likelyto increase traffic or car parking in the precinct will not be appropriate.6.82 The Cathedral and associated buildings and open spaces within the precinct form an areaof special townscape character. The precinct contains the greatest concentration of Grade1 listed buildings within the <strong>City</strong>, which together create an attractive and quiet area closeto the commercial area of the <strong>City</strong> Centre. Although the Cathedral is primarily a place ofworship and ministry and is the focal point of the Diocese, the buildings and open spacescontribute substantially to the character of the <strong>City</strong> Centre and are an important attractionfor visitors and tourists to the area.6.83 This special character needs to be protected. However, it is recognised that certain changesmay take place. This Policy seeks to accommodate any changes. Large scale building, theintroduction of more car parking and increased vehicular traffic would be inappropriate andwill be resisted. Small scale development related to the primary function of the Cathedraland which respects the character and setting of the listed buildings may be appropriate.There may also be opportunities to improve facilities for worshippers, visitors and touristsand to make better use of existing buildings. These should be encouraged.6.84 In order to identify these opportunities, the <strong>City</strong> <strong>Council</strong> will support and assist the Deanand Chapter in the preparation of a development strategy for the Cathedral Precinct. Sucha strategy is likely to include matters outside the scope of planning control, but this Policyestablishes the land use context for such a strategy.POLICY LE22 Townscape Improvement AreasWithin <strong>Carlisle</strong>’s conservation areas, the <strong>City</strong> <strong>Council</strong> will encourage the redevelopmentor improvement of buildings identified as frontage improvement areas.6.85 Although all <strong>Carlisle</strong>’s conservation areas contain many attractive buildings which contributeto the townscape of the area, there are also a number of buildings that seriously detractfrom their quality.114 September 2006
