<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftapproval will be required for the siting and design of masts and other equipment under 15metres in height is necessary in most cases. Governing bodies must be consulted on allproposals to site masts on or near schools and colleges.4.63 There is a need to balance the requirements of the telecommunications industry with theprotection of the environment. For this reason the LPA will require technical information onhow any free standing proposal for network telecommunications is linked to the specificnetwork and justification for why the siting of the development is essential in terms ofnetwork coverage. It has been a longstanding Government policy objective to encouragetelecommunication operators to share masts and sites as a means of reducing overall mastnumbers. Therefore applicants for all masts should also be able to demonstrate that theyhave explored the possibility of mast sharing, or locating their mast on an existing buildingor structure.4.64 The number and siting of TV satellite dishes in residential areas can have a major visualimpact. Dishes under 90cm in diameter generally do not require permission. However,for those that do, the <strong>Council</strong> will seek a location on the building which minimises visualintrusion. In conservation areas, the <strong>Council</strong> will generally require dishes to be hidden fromany public viewpoint.POLICY EC19 Overhead Power LinesWhen considering consultations for proposals for overhead power lines the <strong>Council</strong>will wish to be satisfied that more suitable alternative sites, routes or systems are notavailable. Proposals for overhead power lines and high powered electrical installationsshould avoid the following areas:1. the Solway Coast and North Pennines Areas of Outstanding Natural Beauty andtheir setting;2. Hadrian’s Wall Military Zone World Heritage Site and Buffer Zone.The following areas should also be protected as far as reasonably practicable:3. landscapes of county importance;4. areas of nature conservation interest;5. conservation areas, or in the vicinity of listed buildings or scheduled ancientmonuments;6. existing or proposed residential development;Where there is no reasonable alternative to such developments being located withinthese areas careful routing, siting and design will usually be the most appropriate wayto minimise their effects.4.65 In general the <strong>City</strong> <strong>Council</strong> wishes to see the undergrounding of existing and proposedoverhead power lines throughout the <strong>District</strong>. A position statement published by theCountryside Commission (CCP 454) encourages electricity companies to consider waysof reducing the environmental impact of overhead power lines and associated pylons,particularly in areas of high landscape quality. Additional work undertaken by the UK Centrefor Economic and Environmental Development on behalf of Friends of the Lake <strong>District</strong>considered the Cumbrian context of overhead power lines and measures to reduce theirimpact. This policy seeks to support the implementation of the research findings to reducethe impact of overhead power lines.64 September 2006
