<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftLibrary and resource centre adjacent to the site. The site flooded in January 2005 which willhave implications for the ground floor levels and use in order to deal with necessary floodalleviation.Insert additional textThis site is a previously developed site within the urban area. It is identified within theStrategic Flood Risk Assessment as falling within an area liable to flood. More detaileddiscussion has been undertaken with the Environment Agency on proposed development forthis site. Proposals are capable of being developed which would satisfy the concerns of theEnvironment Agency on flooding matters. The site remains proposed for development withinthe plan and has now achieved planning consent.Cavaghan & Grey Site, London Road5.92 This company continues to provide employment in <strong>Carlisle</strong> at its Durranhill site however theuse of the London Road site is no longer viable and production has recently ceased. Theoutdated buildings will require demolition and it is considered that part of the site couldbe developed for residential use. As the site is surrounded by residential development, upto 70% of the site could be developed for new housing. The remainder of the site shouldbe considered for employment use in order to reduce the overall loss of employment sitesparticularly in the <strong>Carlisle</strong> South area. Small commercial premises may be suitable havingregard to facilities in the local area and other policies of this plan.Laings Site, Dalston Road5.93 This large site has been under-utilised for a number of years and its redevelopment isconsidered essential to improve the local area. This is a former employment site anda mixed development scheme comprising of up to 70% residential use is consideredappropriate. Retaining some employment use for the remainder of the site would helpto reduce the loss of local employment sites in the area which are now outdated olderfactories. Alternative uses to tackle much needed community facilities would also beconsidered in an overall site redevelopment. Access to the site should be taken fromStanhope Road where possible in order to minimise disruption to the flow of traffic onDalston Road at nearby junctions.Penguin Factory, Westmorland Street5.94 This site is the redevelopment of a factory which has now ceased production. Although themain building is not listed, its form is characteristic of the Denton Holme area. Conversionof the factory should be considered in any redevelopment proposals. Existing buildingshave a dense urban form and this can be echoed in proposals for the site. Retention ofemployment use is not considered appropriate for this site. Provision of play space whichwould normally be required on a site of this scale will be considered by commuted sumpayment.Insert additional text: This site is a previously developed site within the urban area.
