Carlisle District Local Plan 2001 - 2016 Revised Redeposit draftNorth Cumbria - Rural Area5.78 Within the rural part of the District housing land allocations will only be made in Longtownand Brampton as Key Service Centres. Longtown allocations will to assist in the regenerationpriorities for the Market Towns Initiative Programme. Outside those Key Service Centres, new dwellings will be limited to infilling or small scale development in line with Policy H1.Settlement boundaries have been drawn tightly to reflect the low level of housing landavailable during the Plan period.5.79 The table below sets out the allocation of sites to meet the brownfield targets. Theremaining 86 brownfield dwellings can easily be achieved through small-scale windfallduring the Plan period. This indicates that the target for brownfield permissions can beexceeded in the rural area. This is dependent on limiting the greenfield supply. Whilst theStructure Plan and national targets allow for some greenfield permissions the supply comingforward in the last two years has exceeded the target supply. More restrictive policies in thisLocal Plan should help to redress this position. This table will be kept under review.Rural AreaTotal Brownfield Greenfield(A) Overall Requirement 915 366 549(B) Permissions 01/04/02-31/03/05 463 284179Sites to be allocated:Longtown South of Moor Road(existing allocation carried forward)(Now received planning permission)2626Longtown Sawmill 55 55Longtown between Mill Street/Burn Street/A6071 (Suttons)21 21Highway Depot Station Road Brampton 32 32(C) Total allocated 108 108 0Remaining sites = A (B+C) 344 -26 370Note the Brownfield rural target has been exceeded.
