Carlisle District Local Plan 2001 - 2016 Revised Redeposit draftNorth Cumbria - Rural Area5.78 Within the rural part of the District housing land allocations will only be made in Longtownand Brampton as Key Service Centres. Longtown allocations will to assist in the regenerationpriorities for the Market Towns Initiative Programme. Outside those Key Service Centres,new dwellings will be limited to infilling or small scale development in line with Policy H1.Settlement boundaries have been drawn tightly to reflect the low level of housing landavailable during the Plan period.5.79 The table below sets out the allocation of sites to meet the brownfield targets. Theremaining 86 brownfield dwellings can easily be achieved through small-scale windfallduring the Plan period. This indicates that the target for brownfield permissions can beexceeded in the rural area. This is dependent on limiting the greenfield supply. Whilst theStructure Plan and national targets allow for some greenfield permissions the supply comingforward in the last two years has exceeded the target supply. More restrictive policies in thisLocal Plan should help to redress this position. However, annual targets will still haveto be met from any remaining permissions available.5.80 Development of the following allocated sites will have to accord with other policies ofthis Local Plan (e.g. affordable housing, children’s play areas, etc) where they affectthe proposed or existing use in order that an appropriate development is achieved.Development briefs will be prepared for sites that have not previously had planningpermission.The sites allocated under this Proposal are detailed as follows:Murrell Hill5.81 In the Caldewgate area of Carlisle this is a former canteen site where the buildings havebeen removed and has been neglected for some years. An informal footpath exists across thesite linking Dalston Road to Wigton Road as part of a dismantled railway line. Accessarrangements will have to take into account the nearby traffic light junction in orderto ensure safe access and egress. The site has been the subject of a former planningpermission for residential development.Former Cinema, Botchergate/King Street5.82 Originally a theatre converted to a cinema and then an Ex-Servicemen’s Club this buildinghas been vacant for a number of years. In the Botchergate area of the City it lies close to anumber of facilities within a short walk of the City Centre. A recent fire in the building hasaccelerated the demolition process. It is proposed that this site is redeveloped for housing.Rome Street and adjacent Railway Land5.83 A former gas works site in Rome Street close to the edge of the City Centre has been underutilisedfor some time. Permission was granted for employment uses but the site remainsunattractive with only minimal use of a waste transfer station. In a mixed use area the landis within walking distance a number of facilities and the City Centre. The site is suitable forresidential development although this is dependent upon the contamination of the landbeing satisfactorily remediated. The extent of development would require play area provisionalthough alternative sites nearby may also be considered. In addition to the gas works sitethe land to the rear which is former railway land has been included in the allocation andis likely to require access through the development from Rome Street. Alternative accessarrangements may be considered although care should be taken to ensure that they do notconflict with safeguarding the goods avoidance line through Carlisle. The gas works sitecontains Gas Holder No.4 listed building which is excluded from the allocation. The futureof the listed building should be taken into account in the consideration of future occupiersof the site to ensure satisfactory arrangements can be made.Insert additional textThis site is a previously developed site within the urban area. It is identified within theStrategic Flood Risk Assessment as falling within an area liable to flood. More detaileddiscussion has been undertaken with the Environment Agency on proposed development forthis site. Proposals are capable of being developed which would satisfy the concerns of theEnvironment Agency on flooding matters. The site remains proposed for development withinthe plan.77-87 Burgh Road5.84 This is a greenfield site identified in the Council’s Urban Capacity Study. It lies withina primary residential area in the Belle Vue area of the City surrounded by residentialdevelopment but currently fenced off with no public access. Previous residential permissionshave existed on the site but expired.Land Adjacent to HK Campbell School5.85 This is a former school playing field currently fenced off and adjacent to redevelopmentareas of Raffles. The site has a frontage to Raffles Avenue but also adjacent to cleared landfronting Brookside. Access from Brookside would enable a more comprehensive housingdevelopment with adjacent land although the adjacent land is not in the initial phase ofredevelopment for Raffles and may be phased later in the Plan period.Greystone Road5.86 This land previously had permission for residential development as a final phase of theriverside way development. The land is currently neglected and a variety of schemes havebeen discussed but not yet implemented. Further discussions with the Environment AgencySeptember 2006 91
