<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftChapter 8: Leisure & Community UsesPOLICY LC1 Leisure DevelopmentProposals for leisure development outside Primary Leisure Areas will be acceptableprovided that:1. there is a need for the development; and2. the development is of an appropriate scale for the locality;3. if the proposal is not for a central site, all options for sites in the centre have beenthoroughly assessed; and4. there will be no unacceptable impact on existing centres; and5. the site is accessible by public transport, walking and cycling; and6. appropriate car parking and satisfactory access to the site can be achieved; and7. the proposal does not have an adverse impact on the amenity of the surroundingarea and land uses.8.1 Proposals for leisure development are likely to arise outside Primary Leisure Areas. Therehave been a number of recent developments within <strong>Carlisle</strong>, most notably on Botchergateand Kingstown Road. Government policy as expressed in PPG 17: <strong>Plan</strong>ning for Open SpaceSport and Recreation, recognises that leisure time has a valuable social and economicrole. This policy therefore aims to promote the development of leisure facilities in the widestsense, and to widen the range of opportunities available.8.2 The type of proposals covered by this policy could include improvements to or thedevelopment of private outdoor facilities including the development of clubs or gymnasia,and hotel related facilities. Such proposals, provided they meet the above criteria, willimprove the standard and variety of leisure provision in the <strong>District</strong>.8.3 In the rural areas, favourable consideration will be given to leisure development whichaids rural diversification. However, such development should be of a suitable scale, and bedesigned and sited with great care and sensitivity to its rural location. Use of land on theperiphery of villages for open space purposes is likely to be acceptable.8.4 New leisure development should normally be accessible by public transport, walkingand cycling. However, for some developments in the rural area this may not be possible,especially if associated with a diversification scheme in an area with poor public transportlinks.September 2006 127
