<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftnon-motorway traffic and this policy will also safeguard this route in order not to prejudicethe overall scheme.2.37 Where transport assessments are required as part of proposals for development, proposalswill also be assessed against their impact upon the Trunk Road network to ensure thesafe operation is not compromised. For example, the cross country route of the A69 isimportant not only for east-west access but also for the implementation of Hadrian’s WallTransport Strategy.POLICY DP6 <strong>Carlisle</strong> Northern Development RouteThe line of the proposed <strong>Carlisle</strong> Northern Development Route will be protected.Mitigation: Need to specify that the road does not form an extension to the urban edgeof <strong>Carlisle</strong>. Including text on the benefits of the road on improving local air quality andreducing congestion in the city centre, alternatively making reference to CP12. Policycould be strengthened by highlighting the benefits that reduced traffic and congestionin the city centre will have on road safety an opportunities for promoting improvedpedestrian and cyclist provisions. Reductions in congestion and traffic in the city centrecould also help to promote public transport as this will be able to operate moreeffectively and efficiently.2.38 The proposed <strong>Carlisle</strong> Northern Development Route (CNDR) is included within Policy T26of the Cumbria and Lake <strong>District</strong> Joint Structure <strong>Plan</strong>. It is intended that the scheme will beimplemented during the early part of the <strong>Plan</strong> period. The route has already got planningpermission and an Inquiry into Highway Orders has been held. The line of the route isshown on the Proposals Map.2.39 The road will provide the primary route from the A595 road at Newby West on the southwestern outskirts of the urban area, to the M6 motorway at Junction 44 on the northernfringes of the <strong>City</strong>. This road will also open up land for development to the south west ofthe <strong>City</strong> and help to redress the imbalance of development pressure which exists within theurban area. The CNDR will also provide access to planned industrial development to thenorth of the <strong>City</strong>.Insert additional paragraphOnce the <strong>Carlisle</strong> Northern Development Route is constructed this will provide theopportunity for improvements to the pedestrian environment within the <strong>City</strong>. Inparticular the impact on Castle Way will provide opportunity for a more pedestrianfriendly street scene.POLICY DP7 University DevelopmentProposals for the expansion of University education in <strong>Carlisle</strong> will be acceptableproviding that:1. it is of a scale that reflects the surrounding area; or2. it results in the refurbishment of a vacant building; and3. does not detract from the amenity and quality of the surrounding environment;and4. satisfactory access can be achieved.September 2006 23
