<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftNational Nature ReserveAreas of national and sometimes international importance which are owned or leased byEnglish Nature or managed in accordance with their wishes. The essential characteristic ofsuch areas is that they are primarily used for nature conservation.Natura 2000Natura 2000, created by the European Union, is a network made up of Special ProtectionAreas and Special Areas of Conservation. These designations form an internationallyimportant network of wildlife sites.Permitted DevelopmentThe Town and Country <strong>Plan</strong>ning (General Permitted Development) Order 1995 permitscertain minor alterations and extensions to be undertaken without the need to apply forplanning permission from the <strong>Local</strong> <strong>Plan</strong>ning Authority. Such development is known aspermitted development.<strong>Plan</strong>ning Policy Guidance Notes / Statements (PPG/S)PPGs are issued by the Government, after consultation, to provide guidance to <strong>Local</strong><strong>Plan</strong>ning Authorities and others on Government Policy and the operation of the planningsystem. PPGs are subject to periodic review. The determination of planning applications andformulation of <strong>Plan</strong>ning Policies must have regard to these statements of Government Policy.These are gradually being replaced by <strong>Plan</strong>ning Policy Statements (PPS)Previously Developed LandFor the purposes of this <strong>Local</strong> <strong>Plan</strong> the definition of previously developed land is that whichis contained in PPG 3 Annex C:‘Previously developed land is that which is or was occupied by a permanent structure(excluding agricultural or forestry buildings), and associated fixed surface infrastructure. Thedefinition covers the curtilage of the development. Previously developed land may occur inboth built-up and rural settings. The definition includes defence buildings and land used formineral extraction and waste disposal where provision for restoration has not been madethrough development control procedures.The definition excludes land and buildings that are currently in use for agricultural orforestry purposes, and land in built-up areas which has not been developed previously (e.g.parks, recreation grounds, and allotments - even though these areas may contain certainurban features such as paths, pavilions and other buildings). Also excluded is land that waspreviously developed but where the remains of any structure or activity have blended into thelandscape in the process of time (to the extent that it can reasonably be considered as partof the natural surroundings), and where there is a clear reason that could outweigh the reuseof the site - such as its contribution to nature conservation - or it has subsequently beenput to an amenity use and can not be regarded as requiring redevelopment.’Primary Employment AreasPrimary Employment Areas are designated when the predominant use relates toemployment. Also included within this designation is land that has planning permissionand land allocated for employment use. Such areas are located within <strong>Carlisle</strong>, Longtown,Brampton and Dalston.Primary Leisure AreaPrimary Leisure Areas are the main focal points for leisure activities. Such locations includethe Sands Centre, Tullie House, the Sheepmount, community centres, other areas of publicopen space and parkland as well as privately owned leisure facilities. Such areas should beretained.144 September 2006
