<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPOLICY H5 Affordable HousingThe <strong>City</strong> <strong>Council</strong> will negotiate with developers for an element of affordable housing tobe included in the majority of housing developments.All allocated housing sites are expected to make a contribution towards affordablehousing. In the urban area a contribution will be sought on all other sites over 10dwellings. In the rural area the contribution to affordable housing will be:1. 25% of development costs on large sites (over 0.8 ha or 25 dwellings); or2. 20% on medium sites (over 0.3 or 10 dwellings); or3. 10% on small sites (over 0.1 ha or 3 units).Where affordable housing is to be provided at a discounted market value a discount of25- 30% will be sought.5.24 There is a need to ensure an appropriate mix of different types of houses to meet the needsof different types of households and acknowledge that the community’s need for affordablehousing is a material planning consideration.5.25 The terms affordable housing or affordable homes apply to both low cost market andsubsidised housing (irrespective of tenure or ownership, whether exclusive or shared, orfinancial arrangements) that will be available to people who can not afford to occupyhouses generally available on the open market. In the case of low cost market housing theprice of the dwelling is discounted below the market rate for the equivalent house type. Inrecent agreements with developers the rate of discount has varied between 10% and 20%depending on the location and market price of housing in that area. Recently house priceshave increased by over 20% in parts of the <strong>District</strong> and the proportion required to discountfor affordable units will have to be increased to reflect local housing market conditions.Future negotiations will therefore be based on 25-30%.5.26 Occupancy of affordable housing provision will be restricted to the following groups:1. local residents;2. people employed locally, including those moving to the area to take up anemployment opportunity; or3. people with local connections.5.27 Within the urban area of <strong>Carlisle</strong>, locally is taken to be the ward and in the rural area,the parish in which the site is situated. If housing remains unallocated, the area shouldbe widened to include neighbouring wards and parishes in the urban and rural areasrespectively. Recent information indicates that there is a continuing trend to right-to-buyrequests for former <strong>Council</strong> Housing stock. This will diminish the socially rented stockof housing available in the area and is not being replaced at a similar rate despite theincrease in open market house prices.5.28 Where such provision is made the <strong>City</strong> <strong>Council</strong> will require that it will be enjoyed bysuccessive as well as the initial occupiers. The most common ways of ensuring this futureoccupancy are through the involvement of a housing association or trust providinghousing for rent or shared ownership, or through an option agreement with the CumbriaRural Housing Trust and could involve a partnership with a private developer. In additionthere may be circumstances where the developer may wish to give a financial or othercontribution towards the provision of affordable housing on another site. This will be78 September 2006
