<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft8.39 Currently in <strong>Carlisle</strong> there is a cluster of doctors’ surgeries in the Warwick Road area, whichmay not be easy to get to for those living out of the centre, or with mobility problems.Although there are surgeries in a number of neighbourhoods, including a recently openedmedical centre at Carleton, there are no facilities in Lowry Hill, Botcherby, DentonHolme, Currock or the Belle Vue area. There is therefore a need for more localised branchsurgeries.POLICY LC14 Carleton ClinicDuring the period of this plan it is likely that additional land will become surplus torequirements at the National Health Trust Carleton Clinic at Garlands. Proposals fordevelopment will be considered in accordance with other policies of this plan. Concernover the volume of traffic generated by developments in the vicinity of the site will haveto be taken into account in any proposals.Mitigation: The policy should identify the need for any development to take into account thepotential effects on biodiversity and the character/quality of the surrounding landscapeand countryside. (See Policy LE1)8.40 Carleton Clinic is situated to the south east of the <strong>City</strong>. Part of the existing site is consideredto be surplus to requirements and a longer term development strategy is required. The areahas seen an influx of new residential property but support services and facilities have notbeen developed. A mixed use scheme may be appropriate for this site concentrating on reuseof the existing built form.8.41 The redevelopment of Garlands hospital site and adjacent land for residential use hasalso led to a number of minor roads being used to relieve additional traffic pressures. Anyproposals for redevelopment of the Carleton Clinic site must take into account traffic flowsand impact on the local network through production of a transport assessment.POLICY LC15 Percent for ArtThe <strong>City</strong> <strong>Council</strong> will require the provision of works of Public Art when dealing withapplications for development schemes that will have a significant visual impact.Developers will usually be expected to allocate a minimum of 1% of their constructioncosts for the inclusion of Public Art. This money should fund the provision of art in apublicly accessible/visible place or incorporated within the development itself.The following indicates the threshold for the requirement:1. housing developments of 20 dwellings or over; and/or2. development of 1000sq. metres and over; and/or3. development in a prominent location or on a major transport route.8.42 In 1989 the Arts <strong>Council</strong> of Great Britain initiated the ‘Percentage for Arts’ campaign toencourage developers to devote a percentage of their capital costs to the provision of newworks of Public Art in, on or around their buildings.8.43 This policy aims to increase the provision of Public Art in the <strong>Carlisle</strong> <strong>District</strong> promotingpublic involvement in the arts and helping to improve and enhance the environment. PublicArt can help enrich a development adding visual interest as well as drawing people to thearea through the creation of a pleasant environment.
