The review process is at anearly stage and is not able to be incorporated into this policy. Any proposals arising fromthe review will be considered in the context of emerging <strong>Carlisle</strong> Renaissance proposals andother policies of this plan.8.36 Much debate has happened in recent years about sixth form education in <strong>Carlisle</strong> andthe accommodation requirements for an improved education offer. This affects secondaryeducation sector including schools and <strong>Carlisle</strong> College. Whilst the education offer remainswith the existing institutions there may be future need to provide alternative accommodationshould the system change. <strong>Carlisle</strong> College has recently produced proposals to improvetheir facilities at the Victoria Place site.POLICY LC12 Cumberland InfirmaryLand to the west of and on the site of the Cumberland Infirmary, as identified on theProposals Map, is safeguarded to meet future health needs through the continuingdevelopment of the new hospital.Mitigation: The policy should identify that any development of vacant land or disusedbuildings should take into account the potential effects on biodiversity. Should also identifythat any additional housing development on the safeguarded greenfield land should be ofhigh quality, sustainable design and have minimal effects on the quality and character ofthe surrounding landscape/countryside (See Policy LE1)8.37 Hospital services within the <strong>City</strong> are now concentrated at the Cumberland Infirmary,following the closure and transfer of services from the <strong>City</strong> General Hospital in 2000. The<strong>Carlisle</strong> and <strong>District</strong> Primary Care Trust and the Cumbria and Lancashire Strategic HealthAuthority have indicated that all new hospital developments will continue to take place atthe site of the Cumberland Infirmary.8.38 <strong>Plan</strong>ning permission will be granted for non-hospital related development within theboundary of the Infirmary where buildings are declared surplus to requirements, for exampleon land to the east of Infirmary Street, or an vacant land where previous hospital buildingshave been demolished. However, the large greenfield site to the rear (north and west) of thehospital will be safeguarded for hospital purposes only.POLICY LC13 Doctors’ Surgeries and Health CentresLand at Moor Road, Longtown, and Fusehill Street, <strong>Carlisle</strong> is allocated for thedevelopment of two medical centres.Proposals for the development of further medical centres, health centres or doctors’surgeries will be judged against the following criteria:1. The proposed location is within <strong>Carlisle</strong>, a Key Service Centre or <strong>Local</strong> ServiceCentre and is accessible by public transport;2. Appropriate car parking standards can be achieved;3. The amenity and quality of the surrounding environment, including residentialamenity, is safeguarded;4. Satisfactory access to the site can be achieved.Development proposals must ensure that there is no reduction in the level of service toresidents of the <strong>District</strong>.September 2006 135
