<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPOLICY EC16 AdvertisementsProposals for advertisements in <strong>Carlisle</strong>, Brampton and Longtown will be permittedproviding that they are not detrimental to visual amenity and do not prejudice publicsafety. All of the following criteria will be used to assess suitability:1. size;2. location;3. illumination;4. design;5. materials;6. means of fixture; and7. impact upon the street scene/local environment.The display of advertisements in conservation areas which are of an inappropriatescale, illumination or materials, lead to clutter or obstruct or detract from the characteror appearance of the conservation area or the architectural features of the buildings onwhich they are displayed will not be permitted.Discontinuance action will be taken to remove posters and other material considered tobe harmful to the character or appearance of the conservation area.4.57 The Town and Country <strong>Plan</strong>ning (Control of Advertisements) Regulations 1992 set out theframework for the control of advertisements. The <strong>City</strong> <strong>Council</strong> can only control advertsin the interests of amenity and public safety (especially in relation to traffic includingpedestrians). Applications to display advertisements will therefore be assessed according totheir location and siting, dominance in the street scene and where appropriate, illumination.The <strong>City</strong> <strong>Council</strong> has produced Supplementary <strong>Plan</strong>ning Guidance on advertisements withinconservation areas.POLICY EC17 Areas of Special Control of AdvertisementsWithin the Area of Special Control, which coincides with the <strong>Plan</strong> area, (excluding<strong>Carlisle</strong>, Brampton and Longtown) proposals for advertisements will be permittedproviding:1. they comply with Regulation 19 of the Advertisement Regulations; and2. they respect the high environmental value of the <strong>Plan</strong> area; and3. where appropriate they complement and enhance significant areas of townscapeimportance.In addition, criteria 1-7 of policy EC16 apply to ensure that proposals are notdetrimental to amenity or prejudice public safety.4.58 Much of the <strong>Plan</strong> area (everywhere excluding <strong>Carlisle</strong>, Longtown and Brampton) falls withinan area of special advertisement control under the Town and Country <strong>Plan</strong>ning (Controlof Advertisements) Regulations 1992. Regulation 19 of the Advert Regulations sets out therange and type of adverts that can be displayed in an area of special control. Within thisarea the range and type of advertisements which may be displayed without express consentis more restricted and greater controls will be exercised over the design and materials usedto respect the high environmental quality and unspoilt character of the area.62 September 2006
